To estimate possibility for the transition to sustainable development in energy field, the international network for sustainable energy (INFORSE) worked out scenarios for the development of energy sector in different countries - Vision 2050 . As a general conclusion, EC and other initiatives or international organisms created the framework for educational and training programs, very close linked to the research ones, to promote international collaboration on subject fields of general interest for our communities. This offers the opportunity to institutions from different countries to participatory education and research projects, to agree and create cooperation networks, showing the common interest in the sustainable development of our society.

The key to sustainable development in Africa—that is, development that does not rely indefinitely on foreign aid—is the creation of in astructure. Part of this is a purely physical matter a question of civil engineering. The business and finance communities in African nations identify the lack of good roads, railways, air and water transpmt faculties, energy and water supplies, and telecommunications networks as one of the main obstacles to economic growth [10]. 

ABSTRACT The critical infrastructure is a set of mutually interconnected networks, i.e. the systems of various sectors of hiunan system. An interconnection of systems means the mumal dependence. Therefore, in linkage with the safe critical infrastructure and with sustainable development potential there is necessary to solve several problems, namely safety of partial infrastructures and safety of a set of mutually dependent infrastructures. With regard to a present knowledge we know that the optimum safety of the set of infrastructures there is not the set of optimum safeties of partial infrastructures, and therefore, we must search for solution by other way. The work indicates a possible approach for solution acquisition.
