There are central embracing characteristics for the engineering approach deployed during the development of the following basic plant concepts. Examples are presented of plants with a uniform appearance, standardized pitch dimensions, interfaces, etc., either as closed systems or as open systems with interfaces to other suppliers. The operation and maintenance of the mechanical systems and controls can be handled by an outside supplier as a task under a total facility management contract. This allows management to concentrate on planning and developing strategies for improvements in operation and productivity, while ensuring competent operation and maintenance at a price that is constant for a fixed period of time. 

A key focus of supplier development should be the alignment of critical processes that is, new product development, material replenishment and payment. This alignment needs to consider collaborative planning and strategy development.

The strategies explored and defined in the various examples presented open a way for wider application of microwave chemistry in industry. The most important problem for chemists today (in particular, drug discovery chemists) is to scale-up microwave chemistry reactions for a large variety of synthetic reactions with minimal optimization of the procedures for scale-up. At the moment, there is a growing demand from industry to scale-up microwave-assisted chemical reactions, which is pushing the major suppliers of microwave reactors to develop new systems. In the next few years, these new systems will evolve to enable reproducible and routine kilogram-scale microwave-assisted synthesis. 

ISO 9000 requires what is called a third party assessment but involves developing first and second party strategies. First party refers to the supplier company that requests ISO 9000 certification. Second party refers to the customer whose needs have been met by the first party through the use of quality management procedures achieved by ISO 9000 compliance. Third party refers to an outside reviewer who certifies that the first party has satisfied ISO 9000 procedures. 

In the transportation area, the Low Carbon Vehicle (LCV) Partnership has been established to promote the shift to low carbon vehicles and fuels in the UK. Hybrid vehicles feature highly in the Partnership s strategy and the linkto fuel cell vehicles is clear. Fuel Cells UK will, as a matter of priority, establish a dialogue with the LCV Partnership and, through this, the UK-based automotive sector (including bus, van and carmakers, key component suppliers and designers/developers), the fuel cell sector, and international OEMs to determine initiatives for deploying fuel cell vehicles in the UK. 

At the sectoral level, national sector-specific CP strategies should be developed. This would allow CP interventions at company level to be put into a broader perspective and would point out possible synergies between companies, suppliers and customers, allowing gains obtained at the sector and national levels to be optimised. It would also enable adequate choices in technology development and transfer in the country as well as the preparation of coherent investment plans to be presented to potentially interested companies and financial institutions (Fig. 1). 

A key business strategy has been the outsourcing of work to computer technology suppliers and developers. The objective of qualifying computer technology suppliers and developers is to evaluate and monitor these strategic partners for Part 11 compliance and to provide an input to the partner selection and partner relationship management processes. 

The Validation Plan should also clearly indicate the split of responsibilities between user and supplier. It should be noted that the supplier is normally involved in all levels of testing. The Validation Plan should state that an independent expert (often QA), who will confirm that the testing is being carried out in accordance with the documented test strategy, may witness testing. This is important where the software is developed externally, or where the development is taking place centrally on behalf of several sites.
