Step 1 Review the information included in the Fact Sheets. To enable the Handbook and AirportGEAR to be useful in a wide range of airport operations, specific evaluation criteria, such as capital cost and implementation timeframe, were selected and each strategy assessed relative to these criteria. In addition to the evaluation criteria, the Fact Sheets also include other relevant information needed to understand the consequences of the strategy s implementation. Once the user is familiar with the type of information presented in the Fact Sheets, they can then better understand the issues and benefits associated with each strategy and how to best use the information. A proper assessment of the ability of chemicals, or mixtures of chemicals, to act as endocrine disrupters requires a multi-tiered approach which is able to identify mechanisms, give early warning of adverse effects and identify which of these effects is likely to be ecologically relevant. For a few substances exposure may be assessed using biological monitoring (see page 114). Depending upon the substance the sampling strategy varies from post shift, random, or pre-shift the day after exposure. 

Critical to hazard characterization is the identification of hazards and the assessment of possible worker exposure. This can be accomplished in a variety of ways. As described before, one commonly used technique is a JHA with project teams that include the worker. The information collected is used by the SSHO and the radiation control officer to develop an appropriate hazard control and protection strategy.

Finally, for situations in which it is not clear that exposure is and will continue to be below the limit values, a detailed survey with a measurement strategy is required. The methods used are based mostly on instruments for sampling the environment in order to obtain reliable measurements of workplace air concentrations. In general, the measurement strategy must consider the most efficient use of resources for the purpose of obtaining quantitative data on exposures by having a clear idea of what the data will be used for or whether it meets the specified need. For example, if the data pertain to peak exposures, these peaks have to be assessed according to the STEL requirements, if any.
