Emergency action helps reduce the severity of an incident. Emergency action may take several forms, for example, evacuation, rescue, emergency communications, treatment, and recovery. Emergency action requires the use of specially trained teams (fire brigades, spill response teams, etc.) and special equipment (fire protection systems, spdl containment equipment, flood control equipment, communication systems, medical emergency equipment, etc.). Chapter 29 discusses emergency actions in more detail. 

Materials safety covers those safety aspects involved with the safe use of materials in a system. A hazardous material is any substance or compound that has the capability of producing adverse effects on the health of humans. Many materials are inherently hazardous, while other classes of materials are contributing factors in hazards. For example, the fabric used in a system operator s chair may emit toxic fumes during a fire. The development of procedures for the control and use of HazMat, including explosives, is a responsibility of system safety. When appropriate, local hazardous material spill-response teams should be notified of activities, which may be potential spill or release situations requiring containment. 

In 1976, polynorbomene 129 under the trade name Norsorex was the first commercial metathesis polymer product launched in market by CdF-Chimie in France. Later, in 1978, it was also marketed in the USA and Japan [57]. This polymer is produced by Ring-opening metathesis polymerization (ROMP) of 2-norbomene 128 (Scheme 9.33). This reaction was catalyzed by RuClj/HCl in butanol, which operates in air and produces a useful elastomer, used for oil spill recovery, for damping or as a sound barrier. It is presently produced in ASTROTECH Co. under the trade name Norsorex APX, to use as a miscellaneous oil spill control agent by emergency management team in USA. 

Hazardous Materials Response Team An organized group of trained response personnel operating under an emergency response plan and appropriate standard operating procedures, who are expected to perform work to handle and control actual or potential leaks or spills of hazardous materials requiring close approach to the material to control or stabilize an incident. 

Each biological agent chapter has a Response on Scene by First Responders section that includes Caution, Field First Aid, Drugs, Antibiotics, Medical Management, Fire, Personal Protection, Spill/Feak Control, Symptoms, and Vaccines. Also, spread over other chapters, will include basic duties of various first responders including Fire Departments, Emergency Medical Services, Law Enforcement, and Hazardous Materials Response Teams. 

The conclusions of the investigation team as summarized in the report were The process of sending VX contaminated liquid and saturated spill pillows to the DFS in excess of the decontamination capability of the furnace system appears to be the major cause of the chemical event. There are no other scenarios consistent with the physical evidence observed in bin 135 that could have resulted in the agent levels that were recorded during this chemical event. A faster response from the lab and a procedure that includes an action level for the exceedance of waste control limits would have reduced the amount of time bin 135 was outside of engineering controls. A detailed review of standard operating procedures for bulk solid waste fed to the DFS should be conducted. In addition, a narrower definition of what constitutes bulk solid waste should be developed. ... 

An emergency response team, under the control of the emergency response coordinator, should be assembled with a clearly defined chain of command. The members of this team should be selected and trained for specific mitigative and communication tasks. Specific duties might include spill cleanup, first aid, employee evacuation and headcount, incipient fire response, fire pump/sprinkler control valve/fire door monitoring, firefighting, fire/emergency responder communications, and rescue. 

Asymmetric versions of the phospho-Mukaiyama aldol reaction have also been exploited under conditions of stoichiometric stereo control. Thus, the research teams of Shibuya [18] and Spunta [19] independently used stereocontrol within the carbonyl substrate (Scheme 6) whereas the groups of Evans [20], Spilling [21] and Kee [22] preferred to use chiral phosphorus(III) esters (Scheme 7). 

The National Response Team should develop and maintain expertise within the federal government to obtain accurate estimates of flow rate or spill volume early in a source-control effort.
