Specific criteria

Despite EPA s urging and guidance, state response was disappointing. A few states adopted large numbers of numeric toxic pohutant criteria, primarily for the protection of aquatic life. Most other states adopted few or no water-quality criteria for priority toxic pohutants. Some rehed on free from toxicity criteria and so-called acLion levels for toxic pollutants or occasionally calculated site-specific criteria. Few states addressed the protection of human health by adopting numeric human health criteria.

However, after becoming familiar with site hazards as best as one can, along with analytical data, the level of protection shonld be reexamined. This reexamination shonld be bnilt into the plan, and specific criteria for downgrading levels of protection or the type of protective eqnipment shonld be considered. Even a downgrade in the type of coveralls reqnired can make a large difference in worker heat stress load. At the outset of a lead identification effort, it is imperative to establish specific criteria for potency, selectivity, ADME properties, etc. to generate a desired lead profile. This profile serves to guide the lead identification efforts based on the initial characterization of the hits. 

The following examples taken from the literature since 2001 are intended to illustrate the parallel optimization of some or all of the parameters discussed above, and to illustrate how some of the tools described above can aid in lead generation. It is not meant to be an exhaustive survey of the literature. The specific criteria used to define a successful lead identification campaign vary by group, as do the processes used to reach the lead stage. However, there are also many themes that are common to many of the examples below. A summary of the examples described below is contained in Table 2. 

Many companies, as well as industry insurers, trade associations, and standards organizations, have developed specific criteria for spacing between plants, buildings, equipment, and property lines. Several authors have discussed specific criteria for designating a compound as a mechanism-based inactivator. In general, risk reduction is accomplished by implementing one or more protective layers, which reduce the frequency and/or consequence of the hazard scenario. Recent regulatory thinking has focused on site-specific criteria derived from assessments of the risks to human health and the environment. Risk assessments are based on concentration of contaminants and exposure pathways. 

Pre-entry criteria define the conditions and circumstances under which site characterization activities will be initiated and the manner in which these activities will proceed. At each stage of the process (i.e., approach to the site, on-site characterization activities, sample collection, and exiting the site), specific criteria may be defined for proceeding to the next stage. The pre-entry criteria may also specify the general makeup of the site characterization team under various circumstances. For example, under low-hazard conditions chemical facility teams may perform site characterization, while specially trained responders might be called upon to assist in the case of potentially hazardous conditions at the site. The criteria developed for a particular chemical facility should be consistent with the role that the facility has assumed in performing site characterization activities.
