Particularly in industries structured in small enterprises with limited nsers know-how and a wide range of chemicals apphcations, the field service of preparations manufactnrers or the trade have a central role in conveying product information and in advising on apphcations. In particular the chemicals business and the formulators could also expand their bnsiness areas to include information and consultation services (with the associated cnstomer retention).

As the number of completed projects grows together with the circle of potential consulting customers (large, medium and small enterprises), it is likely that we will need to take on more employees in 2009. The Regulation (Annex III) set out a minimum frequency of on-site (farm, factory premises or warehouse) inspections of one per year and specified the information that was to be retained by the operator and verified by the inspection body to determine compliance. In some instances the level of record-keeping was increased from the previous voluntary systems in place and some operators have complained at the additional burden this imposes. The burden was felt most by small growers, and this, along with the increasing cost of certification, has led to many small enterprises leaving the certification system.

Cannock began the nineteenth century with a tiny population of 1359, which, by 1851, had increased to only 2099. A coalfield characterized by shallow workings, limited local markets, and the activity of small enterprises (to use the local expression, bucket pits ) could support no more. This research project titled, A Review of Worlq)lace Management Strategies for Chemicals in Small Enterprises is funded by the CEFIC Long Range Research Initiative (LRI). It will be con leted by mid-2006 and will be the subject of further publications.
