These are addressed ind The Backfit Rule (10 CFR 50.109, and the NRC Safety Goal Policy Statement (SECY-89-102). The Backfit Rule applies not to the regulated industry, but to the NRC staff. It says that backfitting is required if it will result in substantial increase in safely and the direct and indirect costs of backfitting are justified. (This limitation does not apply if the modification is necessary for compliance with regulations). 

The Safety Goal Policy Statement was published to define acceptable radiological risk IVom nuclear power plant operation, and by implication provide a de minimus risk to be assured without cost considerations. Safety beyond the minimum requires cost-benefit analysis. Since being promulgated, bulletins and generic letters have been imposed to enhance safety, under the provisions of 10 CFR 50.109, the Backfit Rule. 

Most organizations with a written Health Safety Policy contain statements that hazards will be identified and controlled. It is generally recognized that managers and scientists have, as part of their work, the responsibility to see that all prudent actions are taken to ensure their operations do not lead to unacceptable risks to the health and safety of the organization s employees, customers or to the environment. 

In December 2012, the Bureau of Safety and Environmental Enforcement published a Draft Safety Culture Policy Statement (BSEE, 2012) with a request for public comments. This proposed policy is based on a Culture Policy Statement from the Nuclear Regulatory Commission.

The statement of intent can be seen as an organisation s mission statement for effectively managing safety. The Severe Accident Policy Statement formulates systematic safety examinations for detection of accident vulnerabilities and implementation of cost-effective changes. Writing a health and safety policy statement is more than just a legal requirement - it is your commitment to planning and managing health and safety. It is the key to achieving acceptable standards, reducing accidents and cases of work-related ill health and it shows your employees that you care for their health and safety. 

You should consult your employees (through safety representatives, if you have any) about the policy statement. Everyone should be able to see from the policy statement exactly who is responsible for different things, such as advice, reporting an accident, and first aid. 

Your policy statement should describe your arrangements, ie the systems and procedures you have in place for ensuring employees health and safety. 

REMEMBER What you write in the policy has to be put into practice. The true test of a health and safety policy is the actual conditions in the workplace, not how well the statement is written.
