Should statements

Should statements - trying to motivate oneself with shoulds and oughts but invariably ending up feeling guilty as a result of not meeting these expectations or resentful towards others who do not meet these expectations. 

Safety Guides (green lettering) recommend actions, conditions or procedures for meeting safety requirements. Recommendations in Safety Guides are expressed as should statements, with the imphcation that it is necessary to take the measures recommended or equivalent alternative measures to comply with the requirements.

Clause 6 defines the SEP, which is accomplished iteratively to define system products and life cycle processes. Thus, the initial clause defining the subprocesses (requirranents analysis, functional analysis, etc.) includes a mandatory shall statranrait to raisure that an enterprise s SEP addresses each of the subprocesses. The remaining subclauses, when specified within the definition of the subprocesses, include a recommended should statement to provide flexibility in adapting the subprocesses to the purpose of the current iteration of the SEP. During any particular iteration of the SEP, not all of the subclauses need to be accomplished to be in conformance with this standard. Therefore, conformance with Clause 6 requires an raiterprise to establish policies and procedures for accomplishing the subclauses within the subprocesses. 

With regard to design requirements, the term should indicates standard policy, and deviation is discouraged in the requirement. It is typically used in a requirement when the application of the requirement or procedure is (strongly) recommended. Requirements defined using should statements are objectives and are optional for formal verification. 

In this Safety Guide, the term user is sometimes used as an alternative to principal party (see para. 2.6) to avoid awkwardness of expression. Prindpal party is always used when it is the subject of a recommendation (a should statement). 

This annex provides an illustrative example compiled from expert advice and multiple sources. Should statements in the body text and appendices of a Safety Guide express recommendations, indicating an international consensus that it is necessary to take the measures recommended (or equivalent alternative measures) for complying with the requirements. However, an annex is not an integral part of the standard, and where the word should is used in this annex, it does not have this special meaning. In this annex the word should is used in its usual dictionary sense only.
