Safety management mechanisms

Rationale. This should be a routine part of business activity. This is the proactive safety management mechanism by which any potential risks associated with an existing service or product can be identified and controlled. 

Process Hazard Analysis (PHA) (Dowell, 1994, pp. 30-34.) The OSHA rule for Process Safety Management (PSM) of Highly Toxic Hazardous Chemicals, 29 CFR 1910.119, part (e), reqmres an initial PHA and an update every five years for processes that handle listed chemicals or contain over 10,000 lb (4356 kg) of flammable material. The PHA must be done by a team, must include employees such as operators and mechanics, and must have at least one person skilled in the methodology employed. Suggested methodologies from Process Safety Management are listed in Table 26-1. 

Implementing an inherent safety review process is one mechanism companies can use to institutionalize inherent safety. The review process should integrate well with company systems for process safety management, new product development, and project execution. Safety, health, and environmental considerations in the new product or process development effort can be strengthened via the introduction of the inherent safety review. Companies may also build inherently safer design concepts into their existing process safety management system and process hazard reviews.

Water and steam are nearly always present in most chemical processes. Their physical properties are generally well understood. Process perils are sometimes related to the infamous deeds of water and steam. The thrust of OSHAs Process Safety Management Law of 1992 focused on the processes that handled a list of 140 highly hazardous chemicals as well as processes that contained an over 10,000 pounds (4,540 kg) of flammable liquids or gases. Even after those chemicals are handled with higher levels of mechanical integrity and additional scrutiny, we will still need to keep our eye on water and its sometimes evil twin, steam.

Besides these methods in a distributed, cooperative environment, consequent safety management has to be taken into account. Therefore, a role- and process-related access mechanism must be implemented that allows the administrator to define restrictions of modeling related to roles. The application of such technologies enables a company to manage outsourced development services. 

Today, enterprise management of "people-oriented" has got much attention increasingly. Safety culture is an invisible hand. The enterprise safety culture is the must route for coal mines with labor intensive and high risk to achieve long-term effective mechanism of safety. Therefore, we should strengthen the coal mine safety culture construction, and improve the safety management level of enterprises to provide security for coal mine safety production.
