Safety, inclusion policies

The last area addressed by the systems approach is concerned with global issues involving the influence of organizational factors on human error. The major issues in this area are discussed in Chapter 2, Section 7. The two major perspectives that need to be considered as part of an error reduction program are the creation of an appropriate safety culture and the inclusion of human error reduction within safety management policies. 

The management policy for inclusion of safety, health and environment. 

At the beginning of 1995 the MEB changed its policy with regard to precliniccil safety data of the SPC. The MEB had previously followed the practice that in this item animal experimental toxicity data are included only if these data are relevant for the prescriber. There is a discrepancy here with other European Member States. In order to remove this discrepcmcy the MEB has proposed the following requirement regcirding the inclusion of animal experimental data ... 

This has stimulated increased scientific study on plants and increased the interest in the validation of traditional medicines and the role that they could play in modem health care systems. The increased public sector pressures to address poverty, illness and disease may give rise to governments recognition that pubhc health care policies and research need to be more inclusive of plants and natural products as vehicles to provide affordable health and nutrition to their citizens in ways that still assure safety and efficacy. 

We center in our work on inclusive climates. Climate, for our purposes, refers to employees shared perceptions of the formal and informal organizational policies, practices, and procedures with respect to a strategic focus of interest (Reichers Schneider, 1990)—for example, inclusion, customer service, or safety—in particular the extent to which that focus is a priority in the organization. It is the aggregate of individual climate perceptions that is of greatest theoretical and practical interest. 

The above list is by no means all inclusive. The important thing to remember is that your safety policies are your plans that direct the actions and behaviors of all employees. But more than that, they provide you with continual feedback (through measruing the results and effectiveness) needed to adjust or revise yom safety pohcies.

The inclusion of environmental, health and safety standards and procedures in training programs, orientation sessions, corporate procedures and policy manuals, employee handbooks, and other mechanisms will satisfy this requirement. One of the functions of the policy document is to serve as a focus for induction training, and so enough information on each topic should be included so that employees understand what happens. Topics which should be considered for inclusion in the arrangements section of the safety policy will depend on the particular business activities being covered by the policy. 

The following list of matters which may be considered for inclusion under Arrangements has been compiled from several sources, notably the many detailed checklists used by local authorities to evaluate the safety policies of contractors. It is likely to be impossible to satisfy all those with an interest in the subject, and these suggested main headings are offered as a guide only. It is also possible to argue a case that several of the topics will have been adequately covered elsewhere by risk assessments. 

Increasingly, contractors are being asked to produce an environmental policy for their business. This is not a legal requirement, but clients and others working to the IS014000 standard seek to establish the environmental awareness of their suppliers and business partners. It is suggested that the layout should follow the same format as the employer s safety policy, and the following topics should be considered for inclusion in a detailed environmental policy ...
