PROBLEM DEFINITION. This is achieved through plant visits and discussions with risk analysts. In the usual application of THERP, the scenarios of interest are defined by the hardware orientated risk analyst, who would specify critical tasks (such as performing emergency actions) in scenarios such as major fires or gas releases. The hospital must conduct an annual review of the objectives and scope of its EOR The findings must be documented. 

Knowledge of the range and properties of toxic hazards is essential for the management of toxic trauma firstly to understand the presenting and possibly developing conditions in the patient and secondly to assess and understand the potential risks to emergency medical teams from transmission of the hazard.

It should be undertaken only under the direction of a physician with suitable training and experience. In such hands, desensitization presents less risk than treatment failure with a less effective alternative medication.
