In everyday life, while we usually trust people who work for us to perform professionally and do their jobs, we also check that those job tasks are done correctly and to our satisfaction. That s what audits are about, only in a more formal manner. This chapter discusses the Process Safety Management (PSM)/Risk Management Program (RMP) requirement (U.S. Department of Labor 1992 U.S. EPA 1996) to perform audits of covered processes to ensure that they are adequately operating. After the basics are defined, after requirements are understood, and after the PSM/RMP system has been developed, it is time to perform internal reviews and prepare for external reviews. 

Beyond playing a significant role as a measurement tool, audits provide the opportunity to share a set of fresh perspectives on areas where requirements have yet to be codified (e.g., process control procedures, management information systems, and maintenance programs). Audits also serve to indicate ongoing efforts to reexamine and reevaluate operations to further reduce operational risks and consequent liabilities (including property damage and business interruption).

If the plant is audited, there is always a complete, coherent, integrated, and holistic program to show to the auditor. He or she will probably be impressed with the organization and control of all the risk management activities that this exemplifies. 

In assessing the effectiveness of a safety and health program that is not in written form, auditors should follow the operational risk management system against which it was agreed that the audit would be made. 

Inspections and audits are similar to taaics and strategy. Inspections are tactics used as part of a process to review specific tasks or areas. An audit, like strategy, covers the overall process and reviews the entire organization for function and effectiveness i.e., are the specific safety programs being utilized as designed and are they effective (Risk Management, ATP 5-19,2014)... 

The focus of MANAGER is somewhat different, in that it was primarily developed to provide a numerical output for use in risk assessment. Nevertheless, the qualitative dimensions included in the audit trail will undoubtedly provide information which can be used as part of an error prevention program.
