OSHA Inspection Manual

Government Institutes, Inc., 1993, ISBN 0-86587-336-4, 120 pages, 49. This OSHA Inspection manual covers process safety management (PSM) compliance guidelines, PSM audit guidelines, clarifications and interpretations of the PSM standard, and SIC codes targeted for the program quality verification inspections. [Pg.137]

The checklist in the OSHA Inspection Manual (see Chapter 24) is probably the best comprehensive tool that can be used to evaluate the process for compliance. Use of the checklist is probably the best way of assuring that initial and subsequent implementation of PSM has been accomplished. The process of assessing each provision of the rule with the checklist will yield findings regarding the adequacy of implementation. Each of the formal audit findings must be promptly responded to by the employer and correction of deficiencies must be documented. [Pg.311]

PSM or RMP audits have multiple objectives. Most important is the assurance an audit brings or the adequacy of implementation of the particular program. Specifically, the audit measures program effectiveness, identifies deficiencies, and verifies correction of previously identified deficiencies. The audit also provides management with a status assessment and may recommend improvements and identify good practices. The material in this section is based on a portion of the content of a Nuclear QA Certification Course taught at Sandia National Laboratories and several companies, the ASQ Nuclear Auditor Training Manual (ASQ 1986), the System Safety Analysis Handbook (Stephans and Talso 1997), and the OSHA Inspection Manual (U.S. Department of Labor 1994). [Pg.320]

Both the PSM and RMP rules state that employers must certify that they have evaluated compliance to verify that the procedures and practices developed under the standard are adequate and are being followed. This chapter provided information about the relationship of audits to QA, the audits themselves, audit conduct, lessons learned, and some related information about the Chemical Safety and Hazard Investigation Board. It was stressed that the OSHA Inspection Manual is an essential reference at any site with process safety responsibilities. [Pg.324]

A copy of the OSHA Inspection Manual is a valuable tool for the safety professional at the site where internal or external PSM/RMP inspections are conducted. The manual has a wealth of vital information. [Pg.324]

Government Institutes. Inc., 1992, ISBN 0-86587-313-5, 456pages, 69. This is a stepPy-step manual developed by OSHA for its own compliance safety and health officers which can be used to prepare for your next OSHA inspection. [Pg.136]

The third t3rpe of training talk in this manual is based on citations issued to companies. These citations and the related fines are typically the result of one or more OSHA inspections. Often these inspections are brought on by an accident or fatality at the jobsite. [Pg.17]

Pressure vessel design, construction, and inspection is referenced in the ASME Boiler and Pressure Vessel Code, 1968, and current 1910.106(b), 1910.217(b)(12), 1910.261(a)(3), and OSHA Technical Manual CPL 2-2.208, Chapter 10 (Pressure Vessel Guidelines). These set the guidelines for pressure vessel safety. Two consequences result from a complete rupture (1) blast effects can happen due to a sudden expansion of the pressurized fluid, and (2) fragmentation damage and injury can result if vessel rupture occurs. [Pg.453]
