This model (Figure 6-1) is an example of how computer systems validation and its related activities can be organized and responsibilities allocated. Each organization should prepare a document to identify the roles and responsibilities appropriate for its business environment.

The system description. The system will need to be defined in terms of its physical and functional operation and interfaces. The description wiU include the systems (e.g. equipment) included the functions these perform - including any modes of operation its operating enviromnent/envelope the interface with other systems and where the functional and physical boundary lies between them and, in the event of a modification, any deletions from the existing system. If the boundaries are not clear to everyone involved in the assessment, some vital part may be overlooked. Furthermore, boundaries help with responsibility allocation, especially when products from sub-contractors are integrated into a more complex system. 

Safety management plans and procedures should specify the activities that need to be conducted in order to execute the SMS policy and principles. This control activity includes process control and unit management. Process control includes those loops and devices that perform sequential control, regulatory control, and discrete control. Unit management is responsible for coordinating the activities associated with the batch units (e.g., allocating resources within the unit, ensuring that batch sequences proceed in the proper order, etc.). 

The standard requires that if a project management approach is used, a project manager and project team be assigned, that appropriate resources be allocated, and any special responsibilities and organizational interfaces be defined. 

You should develop a documented procedure for the facility planning activity that will ensure the provision of adequate information on which to base plant design decisions. The procedures should provide for a separate development plan with allocation of responsibilities for the various tasks to be undertaken and should cover the layout, specification, procurement, installation, and commissioning of the new or revised plant.

If an element has no system at all, it may indicate that the facility manager does not fully understand what the element requires, or is for some reason unable to cany his/her responsibilities. Discussions and interviews with the task experts can be supplemented with observations of their actual performance, for example, taking notes on certain aspects of the task or taking video or audio recordings. Observational techniques can reveal information that may be difficult to acquire in any other way. Detailed physical task performance data can be recorded, and major environmental influences (e.g., noise, light, interruptions) can all be faithfully represented. Observations can also provide an insight into the way that the team members communicate, allocate job responsibilities, and make use of operating procedures and other resources.

Similarly, security should be a function of senior management, and it should rank alongside other management responsibilities. This will help to demonstrate that the company is committed to a security program that appropriate resources are allocated and those protective systems and procedures are properly used and maintained. 

Peaks and troughs in the man-hours allocated weekly for planned maintenance can be avoided if hours entered are added up for each week after a number of assets have been scheduled. Treating each plant room or department in this way provides the number of man-hours required for the respective plant room and/or department. All assets to be covered by the planned maintenance system are scheduled in the same format, thereby providing the engineer responsible for allocating the work tasks with total manhours for each trade group. 

With very few exceptions, the responsibility for health and safety rests on you as an employer. However, many day-to-day tasks may be delegated. Your statement should show clearly how these tasks are allocated, but remember, you will still have ultimate responsibility.
