Safety management plan

This should provide direction as to how operations staff, emergency responders, and the public should respond to a potential toxic release (e.g., chemical plumes released), including facility evacuation, personnel accountability, proper personal protective equipment (PPE) as dictated by the Risk Management Program and Process Safety Management Plan, and whether the nearby public should be in-place sheltered or evacuated.

Besides setting the culture through their own behavior, managers need to establish the organizational safety policy and create a safety control structure with appropriate responsibilities, accountability and authority, safety controls, and feedback channels. Management must also establish a safety management plan and ensure that a safety information system and continual learning and improvement processes are in place and effective. 

During program and project planning, a system safety plan, standards, and project development safety control structure need to be designed including policies, procedures, the safety management and control structure, and communication channels. More about safety management plans can be found in chapters 12 and 13. 

The operations safety management plan is used to guide operational control of safety. The plan describes the objectives of the operations safety program and how they will be achieved. It provides a baseline to evaluate compliance and progress. Like every other part of safety program, the plan will need buy-in and oversight. 

The organization should have a template and documented expectations for operations safety management plans, but this template may need to be tailored for particular project requirements.

All of the information in the safety information system will probably not be in one document, but there should be a central location containing pointers to where all the information can be found. Chapter 12 contains a list of what should be in an operations safety management plan. The overall safety management plan will contain similar information with some additions for development. 

The government plan for developing, communicating, and monitoring the system safety effort may be called the system safety management plan.

The audit identifies weaknesses in the health and safety management plan or system. Little is achieved unless a procedure is estabhshed to ensure prompt follow-up on deficiencies. This procedure should include provision for target dates for remedial action and checks to confirm completion. 

Transition Gate 3 checklist (transition complete review). This is a template agenda for the transition complete review meeting, which is called to confirm that all of the required transition activities have been completed and the service can progress to business as usual. It also details all of the deliverables required. The changes made were to clarify that a safety management plan, hazard log and safety justification report are required deliverables. 

Safety management plan (SMP). This document describes the approaeh, processes, controls and procedures that will be applied in order to aeeomplish the safety objectives of the service. It also details the review and approval meehan-isms. This document was based on the existing SMP template for development projects, and was modified to use OS terminology and OS-speeifie doeumentation that requires review and approval (e.g. CLl and OLA doeuments). 

Table 2 provides a eomplianee decision matrix for our complex product, identifying the applicable direetives and the route to eomplianee. The matrix can be used to communieate eomplianee decisions to the organisation, and should be incorporated in the Safety Management Plan as well as the teehnieal documentation. 

Proof test planning is an integral part of safety management planning and it is dictated by the need to maintain the functional safety of the system and should never be compromised with other aspects such as operation/production needs or business policies. As this is very much an object Oriented program, it is justifiable that suitable explanations will be made prior to its adoption.
