Regulation monitoring

Counterfeit products, products of dubious quality and faulty information — especially exaggerated claims of efficacy — are often found to be widespread in the informal sector. Unlicensed manufacturers, importers, wholesalers, retailers and even persons engaged in the pharmaceutical business pose difficult challenges to dmg regulation. The DRA should not allow the informal sector to remain a loophole in regulation. Monitoring of pharmaceutical activities should cover the informal as well as the formal sector. 

This chapter briefly looks at some general characteristics of using, regulating, monitoring and controlling pesticides in the USSR. This information will help Western readers better understand the unique state system of pesticide production, dispersal and use that existed in the USSR.

There always is a relation between fuel composition and that of hydrocarbon emissions to the atmosphere, whether it concerns hydrocarbon emissions from evaporative losses from the fuel system, or from exhaust gases. This is the reason that environmental protection regulations include monitoring the composition of motor and heating fuels. We will describe here the regulations already in existence and the work currently underway in this area with its possible effects on refining.

As noted above, not all techniques which provide information regarding crystallinity are useful to follow the rate of crystallization. In addition to sufficient sensitivity to monitor small changes, the method must be rapid and suitable for isothermal regulation, quite possibly over a range of different temperatures. Trial bum operating conditions are included in the permit to assure ongoing compliance with the performance standards. Performance standards include destmction and removal efficiency (DRE), particulate emissions limits, products of incomplete combustion emission limits, metal emission limits, and HCl and Cl emission limits (see Exhaust CONTROL, INDUSTRIAL).

Continuous Emissions Monitoring. A key aspect of the new CAAA is the requirement that plants prove their continued compHance to new emissions limits by installing continuous emissions monitoring systems (CEMs). The CAAA imposes new requirements for monitoring NO, SO2, and CO2 levels in a plant s exhaust gas stream. Affected plants typically must gather data from stack monitoring systems, gas analyzers, and the plant s data acquisition system and provide the data in a format approved by the EPA and state regulators. CEM systems must be in place by November 1993 for boilers affected by Phase I of the CAAA, and byjanuary 1995 for plants impacted by Phase II.
