Project Communications Management includes the processes required to ensure timely and appropriate generation, collection, dissemination, storage, and ultimate disposition of project information. It provides the critical links among people, ideas, and information that are necessary for success. Everyone involved in the project must be prepared to send and receive communications in the project language and must understand how the communications they are involved in as individuals affect the project as a whole. 

Designated employer representative (DER) is an individual identified by the employer as able to receive communications and test results fi-om service agents and who is authorized to take immediate actions to remove drivers fi-om safety-sensitive duties and to make required decisions in the testing and evaluation processes. The individual must be an employee of the company. Service agents cannot serve as DERs. 

Traditional print media, particularly newspapers and electronic media, including social media, are relatively vulnerable to the impacts of earthquake, either directly when local production and distribution or transmissirui infrastructure are compromised or when electricity or access to or within the affected communities is interrupted. Purpose-designed flyers produced by the response organizations and delivered directly to affected homes, communities, evacuation centers, and receiving communities may be essential during response, particularly where media that communities usually depend on may be disrupted by the event and its consequences.

Load balancing can then be achieved in NAMD 2 by moving compute objects and patches between nodes. Combined Effect of Capacitance and Attenuation. When capacitance is high, the signal never reaches the 1 state before it starts declining to 0 again. This yields a signal in which the 1 and 0 states are nearly indistinguishable by the receiver and an error results. Since capacitance and attenuation are always present in telephone cables, for error-free transmissions the communications wire must have the lowest capacitance and attenuation possible. 

Pigure 10 shows the typical commercial performance of LEDs used for optical data communication. Both free-space emission and fiber-coupled devices are shown, the latter exhibiting speeds of <10 ns. Typically there exists a tradeoff between speed and power in these devices, however performance has been plotted as a function of wavelength for purposes of clarity. In communication systems, photodetectors (qv) are employed as receivers rather than the human eye, making radiometric power emitted by the devices, or coupled into an optical fiber, an important figure of merit. 

Finally, the laboratory expends significant effort communicating results to both internal and external customers. Production, quaUty assurance, and purchasing all have various information needs ranging from the simple pass /fail decisions to statistical summaries of the data and suppHer product quahty. Customers expect to receive lot analyses in the form of a COA and often also want their own product-specific information on the document as well. This information can automatically be appHed to the COA if entered into the LIMS. Often, a quaUty-conscious customer wants information about the product in the form of process capabiUty or control charts. Using LIMS, these charts can be provided on demand. 

People are more willing to accept risks from which they will receive a direct, tangible benefit. A one-company town will likely have widespread community support for the company and accept the risks of its business—it directly or indirectly provides the livelihood for most families in the community. This may not be the case in an area having a broad-based manufacturing and service economy. Here the relatively small public benefit from a new plant may be outweighed by the public s perception of the plant s risk. People are unwilling to tolerate a given level of risk unless there is a direct benefit to themselves.
