Project management systems

Once past the discovery and initial development stages, the safety assessment aspects of the process become extremely tightly connected with the other aspects of the development of a compound, particularly the clinical aspects. These interconnections are coordinated by project management systems. At many times during the early years of the development process, safety assessment constitutes the rate-limiting step it is, in the language of project management, on the critical path. 

Then we look at the way the components of these systems interact with each other. Once we understand these behaviors, we follow our integrated system approach in terms of looking at the project management system as processes, trying to satisfy customer requirements and also representing risks. 

The planning and preparation of either a new product or investigational product application requires a multidisciplinary approach. Most companies developing new products utilize formal project management systems to facilitate the collaboration between the technical disciplines, which may include personnel from research and development, manufacturing, formulation development, regulatory affairs, quality assurance, and other disciplines, as required. In addition to planning for the required elements, most FDA review divisions have specific preferences on how data should be analyzed and presented. The successful development of a new pharmaceutical product requires careful planning of various activities and resources, as well as tracking the project s progress. A small project is not difficult to monitor manually however, multiple projects benefit from an automated tool to support the planning process as well as the monitoring of various activities. In addition, these systems will help develop what if scenarios for the resources in the new projects as well as help to terminate the projects. Several project management systems currently available on the market are designed to fulfill these needs. These systems are available for all types of computers—from personal computers to mainframes. 

The focus of SUKITS was more narrow than that of IMPROVE. The project management system was to coordinate a development project in which classical tools are used for the specific roles of mechanical engineers. So, the SUKITS integration approach only took one integration concept of IMPROVE into account. Furthermore, there were no plans of developing an integrated process/product model or to study cross-company development. There were nice results published in a book [352]. 

Integration between managerial and technical level. In contrast to project management systems, the AHEAD system also includes support tools for designers that supply them with the documents to work on, and the tools that they may use.

Furthermore, external project management systems will be coupled with the process management system. For example, MS Project offers additional views of the design process like Gantt-charts with marked critical paths. 

Time constraints, expenses, and staffing do not play a predominant role in the current state of the AHEAD system. Nevertheless, they have to be considered in process management. Widespread project management systems like Microsoft Project offer functions like the computation of a critical path in an activity network, workload balancing for the staff or calculation of the aggregated expenses for (parts of) a project. Besides these available functions, project management systems offer additional views on the current project state, like the activity oriented Gantt-chart or diverse resource-oriented views. 

Action systems will tighten up as time compresses. Project management systems such as the Critical Path Method and the Program Evaluation and Review Technique, so successfully used in the Sixties, will find wider application.

Before moving on from the design criteria to the detailed planning of engineering work, there are several project management systems and procedures which need to be in existence. These are simply standardized methods of working, which are indispensable in a team operation to promote efficiency and avoid omission, duplication, and confusion. The following are part of the basic framework.

The ER program for the Hanford Site has been designated as a major system acquisition requiring a project management system pursuant to DOE Order 4700.1, Project Management System, The Hanford ER major system acquisition Work Breakdown Structure is shown in Figure 13-1. 

Finally, the layer and sequence of the modules are fully customizable. Using the rules in the databases and the project management system, each designer completes work correctly and collaboratively, based on the level of progress displayed in the collaborative design system.
