Preparation of cotton bract extracts. Figure 1 is a flow chart showing our procedures for preparing the various bract extracts. Dried bracts (frost killed) were hand picked just prior to harvest from cotton fields in the Lubbock, Texas area. These were stored at room temperature. Extracts were freeze-dried and stored at -4°C. For inhalation challenge by our subjects each extract was reconstituted with water or saline, as indicated, at a concentration equivalent to the standard crude extract. This Insured that for challenge purposes components were not concentrated as purification progressed.

Although progress has been made in methods of evaluating hazards for self-reactive substances, further improvement is required on the international level. To insure safety, one needs to take the measures which are consider the best for each specific occasion. Syndromic surveillance is a work in progress. There is a need for continued development of standardized signal detection methods and signal response protocols (Henning, 2004). Also, whereas reporting of patient information as part of traditional public health surveillance has been deemed exempt from the confidentiality guidelines in the Health Insurance Portability and Accountability Act of 1996 (HIPAA), how those guidelines may be applicable to syndromic surveillance systems remains unclear (Buehler, 2004). 

In a major project, in addition to the general contractor, the Project Manager is usually assigned a team of engineers specifically dedicated to support the project and follow up on the details of the work to be performed and monitor progress. The Project Manager s role is mainly to provide overall direction, ascertain that proper controls are established and monitor their implementation to insure compliance to project objectives and specifications. 

The involvement must be far more extensive than the mere review of the final product. The Project Manager must also review the basis of the estimate and the estimating approach to insure that the estimating efforts are commensurate with the information available and that the product will include sufficient details to satisfy the project s further need for planning, cost tracking and progress monitoring.
