Policy federally funded

The U.S. National Environmental Policy Act of 1969 required careful analysis of the consequences of any federally funded project. The Resource Conservation and Recovery Act (RCRA) of 1976 established guidelines for handling, transport, and hauling of hazardous materials, such as required in cleanup of soil contaminants. The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980 established, for the hrst time, strict mles on legal liability for soil contamination. CERCLA stimulated identihcation and cleanup of thousands of contaminated land sites, and consequently raised awareness of property buyers and sellers to make soil contamination a focal issue of land use and management practices (US-EPA 2007c).

In planning federally funded studies, attention must be paid to the current requirements for inclusion of sex/ gender and racial/ethnic minorities. According to the National Institutes of Health (NIH) policy, all clinical research must include female subjects and members of racial/ethnic minority groups, unless a clear and compelling rationale is provided indicating that inclusion is inappropriate with respect to the health of the subjects...

The Analytical Laboratories consist of twenty-two chemists in a variety of research activities including several Federally funded programs potentially answerable to GLP s. To assess the impending procedural and fiscal impact of GLP adherence on the Laboratories programs, a review of all phases was conducted at our request by EPA to establish the current level of compliance. A detailed response is presented, addressing both those tenets which may be met by procedural adjustment, and those mandates, particularly with regard to facilities and personnel, that resources and/or university policy will not permit meeting. One recent study conducted by Arthur D. Little, Inc., sought to "better understand how Federal funding of civilian research and development has functioned as an agent of technological change in the private sector." (22.) While the federal burden of funding of ALG II, related employment services and housing costs went up, municipal responsibility for the implementation of labour market policy increased. The municipalities can free-ride in their decisions at the expense of the state budget. As the municipalities maintain the financial responsibility for income support for persons who are not able to work (social assistance), the municipalities have an incentive to shift costs by classifying persons as being able to work who would otherwise obtain municipal social assistance. Indeed, in 2005 more than 90% of the former SA recipients were assessed to be capable of working and therefore transferred to the federal funded ALG II system. 

Since I know of instances in which federal funding was cut from those who criticized federal policies, I asked to be reassigned from my responsibilities as director of my center prior to the publication of this book. In that way, the programs in the center would be protected from any association with the opinions in this book.

One external driver toward change is the June 2004 report of the President s Commission on Implementation of United States Space Exploration Policy, which recommended that NASA s centers should explore the possibility of becoming Federally Funded Research and Development Centers (Aldrich Commission, 2004). FFRDCs are not-for-profit organizations that operate under contracts with government agencies.
