Organic performance evaluation

In some organizations, designated individuals have specific responsibility for eliciting detailed information from operational staff on the immediate and underlying causes of incidents. An example is the Human Performance Evaluation System (HPES) developed for the nuclear industry, which is described in Bishop and Larhette (1988). These coordinators provide a certain level of guaranteed irrununity from sanctions which allows individuals to be frank about the contributory causes that they may not be willing to discuss in an open forum. As discussed earlier, the need for this approach is a consequence of the fact that in many organizations a blame culture exists which is likely to inhibit a free flow of information about the causes of accidents. 

Another means of evaluating policy and organization performance is by measuring actual outputs against expected outputs. When asked whether unlicensed dmg establishments and persons had been detected in their countries, five of the 10 countries responded that they had indeed detected such establishments and persons, but were unsure of their actual numbers. 

Robust performance evaluation processes are needed to provide organizations with feedback on the effectiveness of cyber security policy and technical implementation. A sign of a mature organization is one that is able to self-identify... 

Common technical specifications (CTS) are to be adopted by the Article 7.2 Committee (a working group of scientific experts appointed by the Member States) which will apply to devices in Annex II List A and, when required, devices in Annex II List B. There is some uncertainty about the circumstances in which the requirement might apply to List B devices. CTS establish appropriate performance evaluation and re-evaluation criteria, batch release criteria, reference methods, and reference materials. If, for duly justified reasons, manufacturers do not comply with the CTS, they must adopt other solutions which are at least equivalent to these specifications. CTS are intended mainly for the evaluation of the safety of the blood supply and organ donations. 

Concentration and Recovery of Solutes. The RO method was evaluated by using small-scale concentrations and selected model organic solutes. Similar concentrations were performed by other researchers by using alternate sampling methods as part of a comparison study. The concentration provided a 50-fold volume reduction (500 L down to 10 L). Field applications of the RO method usually involve sample volumes of 2000-8000 L. No steps were taken to condition membranes and equipment prior to the laboratory tests. This laboratory performance evaluation was conducted, in many respects, as a worst case exercise.

Considering the preceding overview, the steps in the planning process can be examined more closely. After crafting a vision statement, planners must analyze and define the current situation. As is the case with any system, history helps to define the present. Therefore, part of the situation analysis is to evaluate the past performance of the organization. This evaluation should include all measures of performance, including customer satisfaction and financial indicators. 

Accuracy The closeness of agreement between a test result and the accepted reference value. Interlaboratory comparison (ILC) The organization, performance, and evaluation of tests on the same sample by two or more laboratories in accordance with predetermined conditions to determine testing performance. According to purpose, they can be classified as collaborative studies or proficiency studies. 

The project at Plant Sweatt was organized with Southern Company Services as EPRI s prime contractor responsible for project management, project direction and subcontractor performance. Subcontracted to Southern Company Services were Babcock Wilcox (B W) and KVB. B W provided technical consultation and boiler performance evaluations, KVB provided combustion gas emission characterizations and supplementary technical consultation. 

But what are the real reasons that organizations conduct annual performance evaluations In a survey sponsored jointly by the Society for Human Resource Management (SHRM) and Personnel Decisions International (PDl) in 2000, the number one answer by survey participants was to provide information to employees about their performance and to clarify organizational expectations of employees (Table 7.1). At the bottom of the list were documenting performance for employee records and gathering information for promotion decisions. 

However, as with any technology, a reality check needs to be performed and it has to be determined if implementing such a database will add value to the organization. An evaluation of the current workflows needs to be performed, and a critical gap analysis should be completed. 

Figure 6.2 also illustrates the way metrics developed for one tier of the organization may support metrics for another tier. There may be some process safety (PS) metrics that roll up through the organization, while others are unique to the performance evaluation needs of that level. 

Appropriate study planning includes adequate evaluation of any risk to the subjects. The study should be planned, organized, performed and monitored so that the safety profile will be acceptable to all concerned, including to the volunteers.

The CDER s involvement starts with the Phase I clinical study via the approval of an Investigational New Drug (IND) application. In its review process for the IND, ODER checks that preclinical tests have been performed in compliance with GLP. When the clinical trials commence, ODER monitors the conduct of the clinical trials through Phases I, II and III, based on adherence to GCP. At the conclusion of Phase III trials, marketing applications from sponsor pharmaceutical organizations are evaluated by CDER, relying on scientific data and clinical results. Following the consensus principle in ISO, every attempt shall be made to resolve all of the negative votes and comments received. That may require the preparation and circulation of a second or subsequent versions of the committee draft im-til consensus has been reached or a decision to postpone or withdraw the project has been made. When the approval requirements have been met, an enquiry draft can be circulated. Ideally, the period between Stage 4 and Stage 5 should be used to organize and evaluate an interlaboratory trial (see Section 1.3.6). The performance characteristics obtained should be sent out with the proposal for the enquiry draft.
