Current Situation

It is no secret that the worldwide energy consumption is growing year by year. Petroleum currently represents 33% of the total world energy supply (International Energy Agency, 2010) and by far is the most commonly used source of liquid fuels.

The current trends of oil production and fuels market impose an enonnons challenge for the refining industry. There are three main critical factors that refiners must address to keep up with the situation  

Higher production capacity to satisfy the growjing demand for fuels 

At the same time, urban areas are saturated and do not permit effective distribution of goods in the absence of logistic hubs set up in sufficient numbers. Frequent imbalances between transport supply and demand are seen leading to shortages of road transportation capacity on certain routes at certain times of year, for which alternatives are difficult to find because of the lack of availability and responsiveness of rail freight. Lastly let us mention the lack of maritime and rail motorways and the lack of harmonization for legislation in goods transport Europe-wide to appreciate the structural difficulties that players on the supply chain have to contend with. 

This alarming observation in terms of the survival of businesses and respect for the environment calls for a breakthrough transformation in doing business at all levels in the value chain in the direction of better balance, transparency, responsibility and collaboration between stakeholders. Table 9.1 includes estimates of potential savings published in 1971. The effects of corrosion on other properties need similar direct assessment in many cases. Before making a detailed description of the methods now in use to determine correlation effects, i.e., to obtain wave functions of higher accuracy than the HF scheme, we will try to give a very brief survey of the current situation in the field.

It is certainly this lack of clarity which leads to the current situation. Flashpoints are usually given without any mention of either the open or closed cup aspects or the make of apparatus. Amongst the thousand or so organic substances listed in Part Two, more than one hundred of them mention oc and cc , which enables comparisons to be made. Nevertheless, a study of the data indicates that the difference between experimental values can reach 56°C for the same substance (for instance, butadiene). It happens quite often that for flashpoints lower values oc than cc values for the same substance are found.The nature of the sources of the level of measurement error in flashpoints can easily be guessed at.

But in order to understand what needs to be changed, we first need to understand the current situation. In order for a pharmaceutical company to use any analytical method for certifying the properties (efficacy, potency, etc.) of their products, the analytical method has to be validated. Validation , in the parlance of the FDA, is a far cry from what we usually call validation when developing a multivariate spectroscopic method. It is of interest to analyze the paradigm shift caused by the SMDS process in context of the original Shell design objectives (refer to Section 18.8) and the current situation.

The unsatisfactory nature of the current situation has been recognised for many years, but efforts to rectify it have encountered many technical challenges which could not be overcome with the available personnel and financial resources. Recent advances in computing hardware and software have led to new approaches and the development of cost-effective solutions. 

The first section explains the concepts of EIA and RA and the existing approaches to their integration. This is followed by an analysis of the current situation with ecological input into EIA and discussion on how the formal EcoRA framework provides for site-specific ecosystem risk assessment. The subsequent section reviews the CLL approach and its applicability for assessing ecological effects in EIA. Finally, a model for assessment of ecosystem risks within EIA using the CLL approach is proposed. 

While executing this Stage it was noted that some precursors had been present for a long time. This implies that the ineffectiveness had occurred previously and was ongoing. This also means that the latent conditions from the past were used, which differ from the latent conditions currently present. However, when analysing, only the current latent conditions were taken into account, and the activities executed by the ineffective control element in the past were not adapted to the current situation (latent conditions). This difference, in past and present situation began to reveal, in part, the types of latent conditions which caused the ineffective control element. 

Messages should be sent alerting outside agencies of the event and current situation.
