There are many safety and operations managers in the motor carrier industry who still believe owner-operators, leased, temporary, and part-time drivers are not really employees of the company. 

DOT Numbers for Owner-Operators, Leasing/Rental Companies... 

On October 13, 2012, the FMCSA inactivated all registrant-only USDOT numbers. Registrant-only numbers were introduced in 1999 for entities that owned commercial motor vehicles but did not operate them as motor carriers, generally leasing/rental companies and owner-operators leasing to an authorized carrier. Because they were not motor carriers, they did not have a USDOT number. This became a problem with the implementation of PRISM, a program that connected DOT safety performance with vehicle licensing. 

A second type of lease exists a capital lease. It simulates ownership and forces the company to show the asset on the balance sheet through the asset and liability accounts. A company using a leased asset tries to have the lease classified as an operating lease rather than as a capital lease to keep the lease obligation off the balance sheet. We lease certain retail locations, warehouses, distribution centers, office space, land, equipment and software. Assets held under capital leases are included in property and equipment. Land Lease Costs. If there are annual payments for land use, this item of expense is often kept separate from other operating costs, since it does not inflate at the same rate as other costs. If the land is purchased, it cannot be depreciated for tax purposes.

The oil and gas lease under homestead law would simply be the right to conduct drilling operations on a person s surface property. The lease would not constitute a claim to minerals found under a particular surface area as under the rule of capture rule. Since the resci voir could be reached from different surface locations with slant drilling, the economic rent of a homestead lease would be far less than the value of a capture-rule lease. The difference in value would accrue to the driller-finder, thereby encouraging production by making drilling more efficient and profitable.

In Albany, NY, the state government started leasing Honda FCX hydrogen fuel cell cars on a cold November morning. Previous fuel cell vehicle demonstration programs have occurred in warmer areas to ensure that the fuel cell stacks would not freeze up. Subzero temperatures can change any liquid water present into expanding ice crystals that can puncture thin membranes or crack water lines.
