The primary tasks of the operating committee are to develop an operating procedure (SOP) and a validation protocol outline. The SOP should be the "what to do the protocol the "how to do it" including a listing of required documentation. 

Writing an SOP is usually a task for one person working with a group of advisors. In this case, one member of the operating committee should be assigned the task with support from the other committee members. 

Definitions. Each business group will have a set of worxing words and definitions to describe computer systems and their operations and functions within the group. These should be listed and clearly defined in the SOP. The key definition needed is for a computer system requiring validation a "validatable system". The practical determination of validatable systems in day-to-day operations is the responsibility of the operating committee. 

All projects have a life of their own and each person has a different methodology and timing for getting the job done. Success in computer systems validation will depend on the operating committee s ability to keep the process moving. One means of project control is a tracking format that identifies the key steps in the validation process and the anticipated and actual completion dates. 

This mechanism developed by the operating committee and filled out by the responsible user for all computer systems should be based on a standard outline of milestones, with additional key points customized to the particular type of computer system being validated. A final quantitative example is that of determining the % ethylene in ethylene-propylene copolymers (EPM). The International Institute of Synthetic Rubber Producers (IIRP) Technical/Operating Committee and the American Society for Testing and Materials (ASTM) cooperated to produce an updated standard method [56]. They also produced a set of standards with the ethylene content established by 13C NMR. Those standards were utilised by Parker and Waddell to study the photoacoustic determination of % ethylene [57]. Three of the four infrared band ratios specified by ASTM were measured, 1378/1462, 1378/722, and 1156/722. The fourth one, 1156/4255, was not used since it involves measurements in the near-IR region. Baselines were drawn by the valley-to-valley technique as illustrated in Figure 2.11.

At the annual meeting of the Offshore Operators Committee held in December 2010, it was noted that 19.5% of offshore accidents are due to crane movement (closely associated with dropped objects events) and that the number of accidents in this area has not been improving. The favorable trend shown in Figure 1.11 does not apply to such accidents. For this reason, the OOC working the BOEMRE is researching the causes of such accidents so that actions can be taken to reduce their number.
