OCS Performance Measures

In addition, the regime calls for industry to report performance data on voluntary basis. According to BOEMRE, it replaced the Mineral Management Service (MMS) after the Macondo accident, and the MMS had collaborated with the U.S. Coast Guard and representatives of the Outer Continental Shelf (OCS) oil and gas industry to develop a suite of consensus formulas for gauging the industry s safety and environmental performance since 1997 (BOEMRE 2011). These formulas, called the OCS Performance Measures, are used to calculate twenty annual, OCS-wide performance indices. The indices provide the public with information about performance trends, and they allow OCS lease operators to compare their performance with industry averages . The performance measures are presented in Table 9.2. [Pg.223]

BOEMRE informs that the data used in calculating the OCS Performance Measures is generated by OCS lease operators who participate in the OCS Performance Measures Program (BOEMRE 2011). During the first quarter of each year, participating operators submit to BOEMRE their performance data for the previous year. BOEMRE uses the data to calculate the annual performance indices on behalf of the OCS Performance Measures Steering Committee. The OCS Performance Measures Program depends on participation by OCS lease operators. The latest statistics are from the year 2009. While valuable information on settling, filtration and cake post-treatments such as washing and gas deliquoring can be obtained from individual tests, in order to subsequently simulate filter performance it is usually necessary to evaluate so-called scale-up coefficients from sequences of tests. Nowadays, thermo-optical methods are considered the most reliable measurement techniques for OC/EC split in atmospheric aerosols. Nevertheless, methods for TC/EC/BC analysis in atmospheric particles are still open to debate and their different analytical approaches have been the main cause for performing intercomparison studies (Schmid et al., 2001 ten Brink et al., 2004). The TC measurements showed good agreement, whereas the results of EC/BC determinations were highly variable due to EC overestimation by thermal methods. Furthermore, caution must be taken when using BC as an estimative of the EC content in aerosols, and vice versa BC and EC measurements are associated to the carbon content of colored and refractory organic compounds, respectively, which can lead to substantially different results between methods (Poschl, 2005). [Pg.458]

The heat capacity of a crystal varies like C oc (T/0 )3, where On is the Debye temperature. Diamond has the highest Debye temperature of any crystal, so FIRAS used an 8 mm diameter, 25 fim thick disk of diamond as a bolometer (Mather et al., 1993). Diamond is transparent, so a very thin layer of gold was applied to give a surface resistance close to the 377 ohms/square impedance of free space. On the back side of the diamond layer an impedance of 267 ohms/square gives a broadband absorbtion. Chromium was alloyed with the gold to stabilize the layer. The use of isotope-labelled synthetic peptides as IS was proposed for the absolute quantification of proteins in protein expression studies [113]. If necessary, these synthetic peptides can be covalently modified to be applied as IS in for instance phosphopeptide quantification. This approach was applied in the quantitative analysis of two glutathione 5 -transferase isoforms in human liver cytosol by LC-MS in SRM mode [114]. A series of pilot experiments were performed to select the most suitable IS peptides for four human plasma proteins (hemopexin, ocl antichymotrypsin, interleiddn-6, and tumor necrosis factor-oc) [115].
