The pilot project report, which was published in April 2001, included (1) a survey of various indicators of the development of the risk level, (2) interviews with some of the key actors in the industry, and (3) proposals for further work (Norwegian Petroleum Directorate 2001). These proposals included a questionnaire to be distributed to all employees working on offshore installations. Even with the reduction of inspection activities, for which MMS was criticised after the Deepwater Horizon accident, it still conducted a far larger number of inspections than the Norwegian Petroleum Directorate (NPD) or, after 2004, the Petroleum Safety Authority (PSA) had ever conducted. Independently of the efficiency of MMS inspections, the U.S. regulators have been much more visible on offshore installations than regulators in Norway. RNNP is a biyearly investigation carried out by the Norwegian Petroleum Directorate. The investigation uses input from statistics, questionnaires and interviews to give and present a picture of the overall risk in the petroleum industry. This case study covers the qualitative part of the investigation. The NORSOK Standard Z-013 is a standard edited by theNPD (Norwegian Petroleum Directorate), which is a Norwegian agency in charge to regulate the oil industry activities in the North Sea. This standard has been reedited in 2001 and refers to risk analysis and emergency preparedness. [Pg.1012]

The RNNP project was initiated under the direction of the Norwegian Petroleum Directorate (PD) in 2000. As a response to the obvious need for clarification about the risk level and as a first step measure to turn the development of safety in a positive direction, the authorities, here represented by the NPD, launched the first RNNS pilot proj ect. The project was done in cooperation with external research institutions and the expressed purpose was to establish a methodology to assess trends in the risk level and safety work at the Norwegian continental shelf (Ministry of work and administration 2001). This pilot project, which included extensive interviews with some of the key actors in the industry, documented the conflicts discussed above (Norwegian Petroleum Directorate 2000). Generally speaking, it became evident that some of the actors had very different views of the risk picture and development, and expressed different perceptions of reality. As a result, the trust among the partners in the industry was low. [Pg.2073]
