The National Pollutant Discharge Elimination System (NPDES) is a cornerstone of the federal efforts to control water pollution (21). It determines what can be discharged to a pubHcly owned treatment plant. Indirect discharges may not be required to obtain an NPDES permit but must meet pretreatment effluent limitations and conditions of the NPDES permit of the treatment plant caimot be exceeded.

Effluent containing methyl parathion may not be discharged into lakes, streams, ponds, estuaries, oceans, or public waters unless the compound is specifically identified in a National Pollutant Discharge Elimination System (NPDES) permit. Moreover, discharge of effluent that contains methyl parathion is forbidden without prior notice to the sewage treatment plant authority (NPIRS 1986). 

Pollution prevention practices have become part of the U.S. National Pollutant Discharge Elimination System (NPDES) program, working in conjunction with best management practices (BMPs) to reduce potential pollutant releases. Direct discharges are discharges from point sources into surface water pursuant to a National Pollutant Discharge Elimination System (NPDES) permit. NPDES permits are granted on a case-by-case basis and limit the permissible concentration of toxic constituents or conventional pollutants in effluents discharged to a waterway. These limits are generally established on the basis of the best available treatment technology and, where necessary, to protect surface water quality standards.

Wastewater is treated in on-site wastewater treatment facilities and then discharged to publicly owned treatment works (POTWs) or discharged to surface waters under National Pollution Discharge Elimination System (NPDES) permits. Petroleum refineries typically utilize primary and secondary wastewater treatment. 

Depending on the state where the industrial plant is located, an aqueous effluent from a pretreatment facility or a complete end-of-pipe treatment facility can be discharged into a river, a lake, or an ocean, only if it meets the pretreatment standards and the effluent discharge standards established by the regulatory agencies, in accordance with the National Pollutant Discharge Elimination System (NPDES) or the State Pollutant Discharge Elimination System (SPDES). The National Pollutant Discharge Elimination System (NPDES) reporting requirements for effluent testing allow alternate methods of analysis to be substituted for the prescribed methods if prior approval has been obtained from the U.S. Environmental Protection Agency (USEPA) regional administrator having jurisdiction where the discharge occurs. 

Nickel and its compounds have been designated as toxic pollutants by EPA pursuant to Section 307(a)(1) of the Federal Water Pollution Control Act (40 CFR 401.15). As such, permits are issued by the states under the National Pollutant Discharge Elimination System (NPDES) for discharges of nickel that meet the applicable requirements (40 CFR 401.12). 

Chemical precipitation is applicable to most heavy metals likely to be found in contaminated gronndwater. Examples of metals that have been removed to a concentration of less than 1 ppm inclnde cadminm, chrominm, nickel, zinc, manganese, copper, tin, iron, arsenic, lead, and mercnry. Chemical precipitation is widely nsed to meet National Pollution Discharge Elimination System (NPDES) reqnirements for the treatment of heavy-metal-containing wastewaters. In many cases, metals precipitation may also be nsed as a pretreatment step prior to discharge of the wastewater to a pnblicly owned treatment works (POTW). 

The CWA has also established the National Pollutant Discharge Elimination System (NPDES) program which regulates discharges to surface waters. The California State Water Resources Control Board and its 9 regional boards carry out the NPDES program in California.
