The Australia inventory is the Australian Inventory of Chemical Substances (AICS).1516 It was established for the purpose of implementing the Industrial Chemicals (Notification and Assessment) Act 1989. The National Industrial Chemicals Notification and Assessment Scheme (NICNAS) operates under the Act for the notification and assessment of industrial chemicals and is administered by the National Occupational Health and Safety Commission (NOHSC). The list contains over 40,000 substances which gets added to regularly. 

The Hazardous Substances Model Regulations have been developed by the National Occupational Health and Safety Commission[16] which is a federal agency. These regulations are mostly based on the EU Dangerous Preparations Directive 67/548/EEC (1967). The Hazardous Substances regulatory package consists of the following documents ...

Australia adopted this approach with the National Occupational Health and Safety Strategy in 2002. The strategy involved the Commonwealth, six states, and two territories. A publication by Safe Work Australia illustrates how to manage workplace safety and health under the overall approach. The implementation extends to worker levels using risk analysis and the hierarchy of controls. Figure 5-1 provides an example of a worker-level card to help in decision-making. 

More specific data are available for two main countries, namely the United States and Australia. Fatalities are difficult to compare with the British figures as Federal Railroad Administration data and Australian National Occupational Health and Safety Commission data only give absolute numbers. The total number of worker fatalities on American railroads was 33 in 1996 and 37 in 1997 (Federal Railroad Administration, 1998) and the absolute number of worker fatalities on Australian railways during 1996/7 was 4 ( National Occupational Health and Safety Commission, 1998).

The Australian National Occupational Health and Safety Commission (NOHSC) system, as noted, closely follows the European Uition system. The standardized risk phrases and safety phrases to use for hazardous substances labels can be foimd in NOHSC s List of Designated Hazardous Substances. This derives from EEC Directive 67/548/EEC as updated by 96/54/EEC Annexes 1 and 6. However the Australian state and territory legislation is what gives the labelhng actual legal force.
