This project was slightly unusual, in that the success and ROI criteria were investigated and developed ahead of the rest of the project. One of the measures of the quality of the preregistration clinical programme is the total time from the decision to enter full development to the first regulatory approval in a major market. It is also important to monitor quality in other ways. One option is to assess the frequency with which predetermined milestones are achieved. More subtly, quality can be assessed by examining the number of incomplete, inaccurate or indecipherable CRFs that are returned or the number of protocol amendments made which are not based on new information. Milestones may still be achieved when quality is poor, that is, when there is inefficiency, but this means that they were wrongly established and can be improved if efficiency improves. 

In the 20 century, many milestones were reached to establish psychology, psychiatry, and neuroscience as the formal practices that they are today. During this time, the study of anxiety disorders was developed into its current state. Notable events include Austrian-Hungarian endocrinologist Hans Selye s (Figure 1.3) pivotal work on the stress response in the 1930s. Selye did much to define how we think about stress and its effects on the body, and how the stress response can lead to illness. 

Based on the envisaged growth development, the following crucial milestones are defined for the next five years until ChemKit becomes established in the national and international consulting markets (Fig. 31). 

A milestone in the routine employment of perruthenate in the oxidation of alcohols was established with the publication by Griffith, Ley et al. in 1987 on the catalytic use of tetra- -propylammonium perruthenate (TPAP).11 The presence of the tetra- -propylammonium cation renders this compound soluble in apolar media and allows the existence of a high concentration of perruthenate ion in organic solvents. The tetra- -propylammonium perruthenate is easily prepared and can be employed catalytically in CH2CI2 solution in the oxidation of alcohols to ketones and aldehydes, using /V-methyl morpholine A-oxide (NMO) as the secondary oxidant. 

Although it may take some time to obtain additional technical information, prepare cost estimates, and prepare material for regulatory approval, at the time this report was prepared, no decision tree or network had been developed identifying milestone dates by which decisions had to be made to meet the CWC treaty deadline (April 29,2007). For each decision, a milestone date must be established, at which point the modification must either be approved or abandoned. For example, approval for a decision to use MAVs must be obtained or orders for the procurement of ONCs and the design of the associated container handling building must go forward to avoid delaying the disposal schedule. 

For about 90 years, we assist to the emergence and the development of analytical chemistry, in which voltammetry occupies a central place. During this period, many electrochemical methods have been proposed to improve the performances, and simple and effective equipments have been designed, developed and marketed. An annual target-setting process for operational improvements needs to be established. Very specific targets have to be set for each plant and production unit, that in sum will allow the overall company target to be achieved. The process should start with a top-down target for cost savings, followed by bottom-up action and milestone plans. The improvement opportunities could be reductions in annual plant downtime to below ten percent per year as a sum of numerous measures derived from observations on the shop floor, i.e., reduction of downtime for specific vacuum pumps via preventive maintenance or substitution of a repairintensive pump by one more suited to the process step.
