More than one year after withdrawal of the Hazard Identification proposed standard, the new proposed standard (standard) entitled Hazard Communication, was published in the Federal Register, Volume 47, No. 5, Friday, March 19,1982. It proposes that chemical manufacturers assess the hazards of chemicals which they produce and that all employers in SIC Codes 20 through 39 (Division D, Standard Industrial Classification Manual) provide information to their employees about the hazardous chemicals which they use by meems of a hazard communication program, labels, placards, material safety data sheets, and information and training.

Preview This section presents a brief overview of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS) for defining and communicating hazard information and protective measures related to the physical, health, and environmental risks of chemicals through product labels material safety data sheets (MSDSs), and safety data sheets (SDSs). 

To determine which materials may be hazardous, copies of Material Safety Data Sheets (MSDSs) should be obtained and evaluated. Information should be gathered and analyzed regarding the areas immediately adjacent to the site, including information on local topography, area classification (i.e., residential, industrial, commercial), transportation routes, and available community and emergency services such as police, fire, emergency rescue, and medical services. 

For guidance on the classification of chemicals by hazard category, refer to Appendix VI-A of the UFC. For additional assistance, the supplier of each material should be consulted. Manufacturers are required to publish Material Safety Data Sheets (MSDS) which may assist in determining the hazardous material classification.

Material Safety Data Sheet (MSDS) has evolved, mostly for convenience, into a document that provides data in greater detail than the standard requires. And many more changes are in store, as OSHA plans to finalize its proposed rule to modify the current Hazard Communication Standard (HCS) to conform to the UN Globally Harmonized System (GHS) for classification and labeling of chemicals. 

Material safety data sheets should list information which permits proper classification of material. A broad range of transportation data for specific materials is included in the Database of Antiblocking, Release, and Slip Agents. Transportation information in the database includes UN Risk Phrases, UN Safety Phrases, DOT Hazard Class, UN/NA, ADR/RID Class, ICAO/IATA Class, and IMDG Class which are required for transportation by air, water and land. 

The Hazard Communication Standard, also known as the workers right-to-know rule, became effective in November, 1985. The rule requires manufacturers, chemical importers and all employers in the manufacturing sector (Standard Industrial Classification or SIC codes 20 through 39) to assess the hazards of chemical in their workplaces and to provide information to employees concerning their exposure to hazardous substances.
