Each construction organization shall be responsible for developing a QSP. The Quality System shall include a quality manual, quality policy and objective, structure of organization, documented procedures, work instructions, a quality plan, and document and data control. 

Sets of instructions that detail the procedures designed to reduce errors occurring during analytical procedures and ensure accurate quantitations are found in the quality assurance (QA) and quality control (QC) manuals. Quality assurance procedures are used by the laboratory to detect and correct problems in analytical processes. As newer methods and instrumentation are added to the laboratory, older procedures must be modified or changed completely. Quality control procedures are used to maintain a measurement system (i.e., a gas chromatograph) in a statistically satisfactory state to ensure the production of accurate and reliable data.

The use of SOPs can greatly improve the quality of the final procedures, and can drastically reduce the development time for the complete manual. Quality is improved because the generic SOP can be very carefully reviewed by all the pertinent disciplines (operations, process, electrical, and maintenance) to ensure that it represents the very best understanding of how to perform this particular task. Development time for equipment-specific procedures is reduced because the persons writing them only have to edit a go-by they do not have to start from scratch.

In practice, it is nontrivial to manually select the parameter values to obtain successful results. Moreover, it is not obvious how to measure the quality of the results. Therefore, a well defined performance measure and an efficient parameter optimization method are desired. 

We are sure that with this system we have developed a powerful tool to eliminate the shortcomings of manual inspection as discussed in the beginning of the article. Documented procedures are often necessary to ensure consistency and correctness for any type of transaction. This section refers to the overall system of communicating, updating, and approving procedures. The procedures pertinent to the implementation of the quality assurance/improvement process should be compiled in a quality manual, the quality manual should be communicated throughout the organization. 

This manual is one of the most important documents in controlling quality. 

The company should have set standards for all employees to indicate the quality/safety performance expected of them. The quality manual, improvement plan and performance standards should be available to be seen by all employees. Check that this is the case...
