Occupational health professionals and hazard control managers must coordinate and communicate issues on a continuous basis. Provide prompt emergency treatment of all injuries and illnesses. It has been demonstrated, that mass deployment of networked, dependable embedded systems with critical control functions require a new, holistic system view on safety critical and security critical systems. Both communities have to interact, communicate and integrate at the end. A unified approach to address the safety AND security requirements of safety related systems is proposed, based on the functional safety standard IEC 61508 and IT-Security management standards, handbooks and guidelines.

The Author s proposal is to use the Country Safety Performance Function (CSPF) as a function to describe the relation between a country s normal and expected road fatahty rate and the variables of its social and economic, road transport and road safety management systems. The proposal offers a new application of the CSPF concept (Elvik 2004). The features of the function should include simplification, quantification and communications (Wegman Oppe, 2010). 

This principle also applies to the very important survival mode concept. Although it is generally not safety-related in the sense of the protection of persons and assets, it is still a similar concept in that it decides to abort the mission in order to avoid more serious consequences (i.e. definitive loss, partial or total, of the mission). The survival mode requires resources to maintain vital functions (electrical power, which assumes control of the orientation of solar panels, and a minimnm battery management communications with the ground, etc ).
