There are 90 naturally occurring and 20 manmade elements. Not all of the elements on the Periodic Table are common or particularly hazardous to responders. The following paragraphs list the 39 HazMat elements and their characteristics. Information provided inclndes the symbol, physical state, family, atomic number, atomic weight, location on the Periodic Table, outer shell electrons, DOT hazard class, NFPA 704 designation, and other important characteristics. Also included is some brief information on the history, properties, sources, important compounds, nses, and isotopes of the elements.

Plant operator training in HazMat Response is also required by PSM and RMP. The plant operators who respond to a fire or spill of any listed chemical must be trained on how to properly handle such incidents. This training element is absolutely critical in any emergency response incident. 

Early recognition of a biological event presents several challenges compared with a chemical event (CDC, 2000 Henderson, 1999). A chemical event will typically be overt, with a sudden onset in a localized area. Hazardous material (HAZMAT)-. Effective HMIS (hazardous material identification system) and MSDS (material safety data sheet) programs are both essential elements of a safety program The HMIS system identifies and labels substances that may pose some hazard to those who use them. The MSD sheets, provided by the suppliers of materials deemed to be hazardous, are kept on file to quickly identify all hazards and the appropriate responses in emergency situations. This mandated part of a safety program can be handed off to a subteam that ensures the MSDS database in updated and the HMIS labeling program is audited for compliance. 

Training must include information on the elements listed in the Hazard Communication — Container Labels Toolbox Talk. You may also wish to cover hazmat employee training elements as necessary, in accordance with 49 CFR 172.700 to. 704. Hazmat employees must be familiar with the regulations and able to recognize and identify hazardous materials. They must have knowledge of emergency response information, self-protection measures, accident prevention methods, and various security elements listed in the regulations. 

Training provided by an employee s previous employer may be used to meet the requirements for initial training if a proper training record can be obtained. Also, training conducted to comply with OSHA or EPA requirements or DOT commercial driver s license endorsement requirements may be used to satisfy hazmat training requirements if all the applicable hazmat training elements in the HMR are addressed.

Responsible company representatives — This element of the written policy lists individual responsibilities for the safety compliance with related hazmat (HM) requirements. 

This phase completes the useful life of the product or system it entails disposing of the system in its entirety, or individual elements, following completion of its useful life. This stage involves phaseout, de-configuration, or decommissioning where the product is torn down, dismantled, or disassembled. Safe disassembly procedures and safe disposal of HAZMATs are safety concerns during this phase.
