Government priority

Defects inherent in the overall system of government priorities led to the inauguration of the CMP in late 1942. The CMP provided for an allocation of critical materials to each service according to the national supply and according to the relative needs of that service. Under the CMP, priorities were no longer assigned to end items but to the critical materials. Since steel, copper, and aluminum were the most critical, these materials were the first to be included in the CMP. Later, other items such as rubber were added. 

Upon the United States entry into World War 1 in 1917, helium became a war material of first priority. Helium was sought to replace hydrogen as the lifting gas in lighter-than-air craft for military use. As a war material, helium became a government monopoly, was given a code name, and was shrouded in secrecy. By the war s end, quantities of helium had been produced, but none had reached combat. 

In order of priority, the factors that govern the selection of industrial dryers are (/) personnel and environmental safety (2) product moisture and quahty attainment (J) material handling capabiHty (4) versatiHty for accommodating process upsets (5) heat- and mass-transfer efficiency and (6) capital, labor, and energy costs. 

In addition, the DoE proposed EQSs in a 1991 consultation document for those pesticides on the Red List (the UK s original priority hazardous substances list). Although non-statutory, the Government is committed to the reduction of Red List Substances discharging to the North Sea and the NRA uses the standards to assess the effects of these substances on the environment and to derive consents for point source discharges of these compounds. Failures for agricultural pesticides are rare. 

As is true in PSM implementation in the United States, it is not practical to try to do everything at once you must establish priorities for PSM design, development, and installation. The priorities that were appropriate in your U.S. effort may not apply directly to international locations. For example, in some international locations, plants are required to submit risk analyses to the government before undertaking major capital projects. This existing practice may make the capital project review element of PSM a less uigent priority.

THE MATERIALS SCIENCE AND ENGINEERING STUDY of the National Research Council was initiated by a letter from U.S. Representative Don Fuqua (who was at the time Chairman of the House Science and Technology Committee) to the presidents of two academies of science and engineering. Fuqua asked about the definition of materials science and about its priorities. After deliberations and several meetings, the academies approached Merton Flemings and me in 1988 to chair a study that would involve scientists from the universities, industry, and Government laboratories. 

The prioritization of research objectives and classes is is not necessarily what a curiosity-driven researcher likes to hear. However, these are Government-wide priorities. They apply to all participants in the AMPP, but not all agencies have exactly comparable missions. Reports of racial disparities in medical care and health status in the United States are common. The United States government has targeted the elimination of racial disparities in health status as a national priority in health policy [18]. Examples of racial disparities include differences in the aggressiveness of treatment ordered for white patients and black patients with cancer [19] and heart disease... 

The current oil bonanza has focused more attention on the plight of the Caspian environment, highlighting the need to take action. However, environmental remediation of existing hotspots has not been a priority for the region s governments, and their desire to develop the Caspian s oil and gas resources as a driver for economic development means that environmental protection measures are likely to take a back seat in the near-term.
