Federal Coordinating Officer

Disaster Field Office (DFO) - The office established in or near the disaster area that supports federal and state response as well as recovery operations. The Disaster Field Office houses the Federal Coordinating Officer (FCO), the Emergency Response Team (ERT), the State Coordinating Officer (SCO), and support staff, disaster informatics - The theoretical and practical operation of processing information and communicating in a disaster situation. 

Tier 6— This level involves federal assistance to state, tribal, local, and nongovermnental healthcare response at Tiers 1-5, as managed throngh a Joint Field Office and/or other federal coordinating center. 

Within the framework of routine radioactivity surveillance in Germany in accordance with the federal Integrated Measurement and Information System (IMIS) some measurement laboratories of the Laender reported unusual 1-131 and Cs-134 contaminations of environmental samples taken during this period. The detailed measurement values were reported in the IMIS databank. Table 1 summarizes these values. With the exception of a 1-131 specific activity value of 5.9 Bq kg fresh weight in one sample of pasture taken in North Rhine-Westphalia on 05.04.2011, the Laender values reported in IMIS are within the range determined by the Coordinating Office in Kiel. 

National Environmental Policy Act, 1969 The National Environmental Pohcy Act (NEPA) of 1969 was the first federal act that required coordination of federal projects and their impacts with the nation s resources. The act specified the creation of Council on Environmental Quahty in the Executive Office of the President. This body has the authority to force eveiy federal agency to submit to the council an environmental impact statement on eveiy activity or project which it may sponsor or over which it has jurisdic tion.

D. Hank Ellison served in the United States Army as a chemical officer and has worked for the U.S. Environmental Protection Agency as both a remedial project manager and federal on-scene coordinator under the Superfund Program. He currently is president of Cerberus Associates, Inc., a consulting firm that specializes in response to technological disasters. 

Many state and federal clinical laboratory (CLIA) programs have included worker safety criteria, and the Canadian Office of Laboratory Security—strengthened in response to the possibility of bioterrorism—has added a laboratory safety division. Based upon these models it seems a reasonable prediction that OSHA will soon launch the process of coordinating and consohdating worker safety laboratory standards into a new and comprehensive code. 

Finally, the Office of National Drug Control Policy has as its tasks the coordination of federal, state, and local drug control efforts, as well as the formulation of a comprehensive National Drug Control Strategy, which is outlined in an annual report. 

Joint Field Office (JFO) A temporary federal facility established locally to provide a central point for federal, state, local, and tribal executives with responsibility for incident oversight, direction, and assistance to coordinate protection, prevention, preparedness, response, and recovery actions. For a pandemic, a national JFO may be established, or, if the pandemic outbreak is isolated to various areas, multiple JFOs may be established locally.
