Executive support

For a bit of perspective, a recent study by the Standish Group found that the 83% of projects that either failed or seriously missed the target in time, cost, and function blamed a large portion of their problems on lack of user input and involvement, unclear requirements and specifications, changing requirements, and lack of executive support. 

In a global production structure with IT-based information flows that substitute one-to-one relationships, forecasting and planning processes need to be brought to a new level. As mentioned above, this requires clear standards for their execution, support from IT systems, and - most importantly - dear and visible accountability for process quality. More spedfically, the forecast accuracy has to be an element of the performance review and incentive system for the product managers and sales force.

While any such effort must be flexible, a vendor qualification process should be established. And if life sciences organizations are proceeding down this path without appropriate executive support, financial commitment, and necessary resources—with substantial attention to people and process—there will be significantly less chance for success. 

The equipment vendor provided execution support. Test execution management and elements of technical support were provided by one AB staff resource. This included solution of deviations, management of document revisions/updates, and data review. 

Thus, knowledge axiomatic presentation allows to execute support of modeling procedures while interpretation of the system s evolution in complex dynamic environment. 

NWChem (we tested Version 3.2.1) is a program for ah initio, band-structure, molecular mechanics, and molecular dynamics calculations. The DFT band-structure capability is still under development and was not included in the Linux version tested. NWChem is unique in that it was designed from scratch for efficient parallel execution. The user agreement is more restrictive than most, apparently because the code is still under active development. At the time of this book s publication, limited support was available for users outside of the EMSL facility.

Design Procedures The procedures to be followed in specifying the principal dimensions of gas absorption and distillation equipment are described in this section and are supported by several worked-out examples. The experimental data required for executing the designs are keyed to appropriate references or to other sections of the handbook. 

Seeing the success of the UNAMAP BBS, EPA s Office of Air Quality Planning and Standards started a BBS for information on regulatory models in June 1989. This has expanded to a BBS called TTN, Technology Transfer Network. This BBS, in Durham, NC, is reached on (919) 541-5742 and the system operator on (919) 541-5384. A part of this BBS called SCRAM, Support Center for Regulatory Air Models, contains model FORTRAN codes, model executable codes for use on personal computers, meteorological data, and in some cases model user s guides. Much of the information is downloaded in "packed" form, and software to unpack the files must also be downloaded from the bulletin board. 

Management buy-in for the PSM system depends on how clearly executives understand how the system supports corporate goals and business strategies. It is your job to make these correlations, as you did in your initial selling (Chapter 2). The difference is that you now have more tangible information to support your case. 

A program of research has been supported for several years by the United Kingdom Health Safety Executive (HSE) to address the effects of sociotechnical factors on risk in the CPI. The initial emphasis of this work was to develop a methodology so that chemical process quantitative risk analysis (CPQRA) would take into accotmt the effects of the quality of the management factors of plant being assessed. This work has been described in a series of publications (e.g., Bellamy et al., 1990 Hurst et al., 1991 Geyer et al., 1990 and Hurst et al., 1992). 

Operational sequence diagrams are flcw-charting techniques that represent any sequence of control movements and information collection activities that are executed in order to perform a task. Various activities in the diagram are represented with a symbolic notation, supported where necessary by a text description. For the majority of simple applications, OSDs assume a linear flow drawn from top to bottom with a limited degree of branching and looping. The symbols used are usually tailored to fit the type of task being studied and its level of analysis. 

In addition to proper training and quality procedures, good performance requires a supportive culture and working environment. The procedures provide the "how to," the training reinforces this with the backgrovmd, the understanding, and the practice to develop the necessary skills the environment must support their quality execution. 

Provide support materials to key people. Prepare a briefing document, drawn from the integration proposal and executive summary, that executives, colleagues, and staff can use in responding to internal or external enquiries or in crafting speeches and other presentations. This document is often framed in terms of providing answers to questions that employees or other interested parties may ask. Some sample questions and answers are provided at the end of this chapter.

The breakdown of the job into steps is based upon personal experience of the planner or from history or standard job plans. Depending upon the job and skill level of the craftsman, it may require one activity or one hundred. Highly skilled mechanics may require a higher degree of instruction in the plan or how to complete the job, as well as closer supervision and support during job execution. 

The executive director is appointed by the board for a term of 5 years and is, together with a secretariat of approximately 360 staff, responsible for the day-to-day operation of the Agency. As such, the secretariat provide scientific, technical and administrative support to the Scientific Committees. The organisational structure of the secretariat is shown in Eigure 2.7.
