Establishing Your Objectives

Goals can only be achieved by setting objectives. Objectives are the specific paths you wish to follow to achieve your specific goal. They are statements of results or performance. They are short, positive steps along your journey to safety excellence [3].

The purpose of your procedure management system is to define how you will consistently develop, review, approve, implement, maintain, and control your procedures. Describing your procedure managonent system in a written, administrative procedure is a recognized and effective way to clearly establish those instmctions. The procedure manag ent system is based on your available resources (human, technical, and financial) and the hazard potential of the processes involved. Remember, your objective is to achieve a safe, environmentally responsible, quality operation. 

Once you have established your topic question, courage, and objectivity, you are ready to write a thesis statement. 

You have established the reason behind your journey (the policy) and your desired destination (the goal). Now you are ready to decide on a travel route. The specific paths you choose in your journey are your objectives. Establishing objectives will make the difference between a journey where you get lost and a carefully planned trip where you arrive at your safety program. The next step is to establish performance objectives for all employees with assigned safety responsibilities. These objectives must be realistic, understandable, measurable, and achievable. It is your job as a manager to clearly establish who is responsible for performing specific tasks. Evaluate your assignments of responsibility to make sure that they specify who does what and how they do it, and that they are realistic and reasonably attainable. When objectives are unclear, they can be misunderstood. In this case, it will be hard to determine whose performance is lacking— the manager or the employee [1]. 

If safer and better job methods can be used, list each new step, such as describing a new method for disposing of materials. As in establishing training objectives, list exactly what the employee needs to know to perform the job using a new method. Do not make general statements about the procedure, such as Be careful. Be as specific as you can in your recommendations. 

After you have developed and implemented a management system, it is time to establish your safety and health program with measurable goals that have established objectives. These measurable goals and objectives should be accompanied by procedures, activities, and resources to achieve them. This process should involve all employees, including managers and supervisors. The relationship between broad goals and specific objectives is comparable to the difference between policy and procedures. Goals help establish what your company expects to achieve, while objectives delineate how those goals will be met. 

Specific goals and objectives will vary from plant to plant. However, we will provide an example that will illustrate the process. Before goals and objectives can be developed for your plant, you must determine the existing maintenance costs and other parameters that will establish a reference or baseline dataset. Since most plants do not track the true cost of maintenance, this may be the most difficult part of establishing a predictive maintenance program. 

The main objective of stage 3 is to establish whether your employee target group already possesses the competencies and experience required for business goal achievement. Even if you are fairly sure that it does not, you should conduct a thorough analysis in order to identify the exact elements on which it requires development and the extent of the support needed.
