The next significant strength improvement followed the 1950 Du Pont (19) discovery of monoamine and quaternary ammonium modifiers, which, when added to the viscose, prolonged the life of the ziac cellulose xanthate gel, and enabled even higher stretch levels to be used. Modifiers have proliferated siace they were first patented and the Hst now iacludes many poly(alkylene oxide) derivatives (20), polyhydroxypolyamines (21—23), and dithiocarbamates (24). 

The printed pubHshed document which represents the patent rights granted by the Federal Government can be a complex Hterary work. There are specific and rigid legal requirements for the description, disclosure, and definiteness which support these affirmative rights and enable enforcement of those rights by the inventor or owner of the patent. The basis for this fiiU and complete disclosure of the invention in the patent is clearly articulated in the U.S. Constitution. 

An additional statutory requirement is that of disclosure. A patent must provide the pubHc with a disclosure which is enabling, definite, and shows the best mode for practicing the claimed invention. 

Searching of one or more on-line databases is a technique increasingly used ia novelty studies. The use of such databases enables the searcher to combine indexing parameters, including national and international classifications natural language words ia the full text of patents, ia their claims, or ia abstracts suppHed by iaventor and by professional documentation services and indexing systems of various sorts. Because the various patent databases have strengths and weaknesses that complement each other, the use of multiple databases is thus pmdent, and is faciUtated by multifile and cross-file techniques provided by the various on-line hosts. 

The Chinese patent file with its abstracts can be used to supplement WPI, which at this writing has only tides for Chinese patents. JAPIO provides abstracts based ia particular oa pateat claims, and can help to clarify uncertainties with Japanese abstracts from Derwent and/or CA. PATOLIS, ia Japanese, is a unique source of Japanese legal status information (37). EPIDOS staff carry out PATOLIS searches on request for those with sufficient need to search the PATOLIS database, software is available to enable those who cannot read Japanese to extract key data. 

With Formaldehyde. HIBS is the same as RBS, except that heavy ions are used instead of He++. It is an ion beam analysis tool patented by the Sandia Corporation of the USA, and was developed to enable the measurement of trace levels of surface contamination on silicon wafers. Metal contamination present in starting material is detrimental to devices, since it results in defects which limit wafer yields and impair circuit operation. 

Patents are not the only option to promote innovation. Systems of research grants awarded by governments have existed for centuries. Such systems enable innovations to reach the public domain, making them accessible for everyone. 

To sum up, the factors that enable the supply side to fix prices above the marginal cost are (a) the imperfect agency relationship between the doctor (the agent) and the insurer (the principal) the prescriber may prefer the brand product, about which he or she has acquired knowledge and experience during the patent period (risk aversion), (b) the patient, and sometimes also the doctor, may have imperfect information on the quality of cheaper alternatives, and (c) the lack of incentives to change prescription habits (moral hazard).
