Emergency departments evacuation

The EHS system is a complex combination of various providers and facilities that provide three basic medical functions evacuation, stabilization, and redistribution. Although organizational structures and resources vary worldwide, the fundamental components of any EHS system are essentially the same. Those components are the emergency medical services (EMS) system, emergency departments (ED), and alternate sources of emergency care. 

The client does not need to go to the emergency department yet the client needs a stimulant laxative to attempt to evacuate the bowel.

Advance warning for any receiving hospitals is essential so that emergency procedures can be implemented. It is important to note that casualties may have self-evacuated and may arrive at the hospital or the emergency department without warning. Consequently, prompt action is always necessary. Information is needed... 

Hospital emergency departments must consider themselves part of the overall response which starts with the HAZMAT organisational, rescue primary medical care and decontamination on site. Contact must be established and maintained with the on-site emergency teams and particularly with the ambulance services who are involved in the evacuation to ensure that patients are properly triaged and distributed to the receiving hospitals available. 

Are there appropriate planning, training, drills, and equipment for response to emergencies If yes, ask to review the emergency response plan and training records. Be aware that for some facilities, an acceptable plan is to evacuate and call the fire department.

The Department of Transportation publishes "Emergency Action Guide for Selected Hazardous Materials", which describes hazards, recommended action and evacuation diagrams for 42 common bulk cargoes. This booklet should be in every fire chief s car, and deserves a very wide distribution. (12)...

Figure 11.6 shows the STAMP-based analysis of the Oakbridge city emergency-response system. Planning was totally inadequate or out of date. The fire department did not have the proper equipment and training for a chemical emergency, the hospital also did not have adequate emergency resources or a backup plan, and the evacuation plan was ten years out of date and inadequate for the current level of population. 

Emergency planning. Emergency planning in case an accident occurs must be carefully prepared. The response of the Fire Department and the possible evacuation of workers and public are important safety issues. 

Emergency Planning Group. It will cover topics such as fire department and evacuations. 

The areas where hazardous chemicals are stored prior to shipment and where any ancillary operations are conducted should be carefiilly evaluated for hazards. Access and evacuation routes should be clearly marked and checked to ensure freedom fiom obstruction. Any very hazardous materials, especially any IDLH materials, should be in separate, well-marked areas. Means of annunciating an emergency alarm should be readily available. Assistance agencies, eg., fire departments, rescue squads, pohce, and haz-mat teams, should be identified and standard procedures for invoking their assistance prepared.
