Recommendations for action

The SubChem project aimed to improve comprehension of innovation processes in chemicals risk assessment and from these deductions to develop recommendations for action. The recommendations are not solely related to substance and technical iimovations and their framework conditions, but also encompass organisational and institutional itmovations within the scope of extended risk management. From experience gathered in the course of the SubChem project, the most important recommendations for the various actors in the innovation system can be grouped according to their distinctive roles.

Conduct customer focus meetings to gather opinion and recommendations for action, using data gathered from questionnaires and periodic customer feedback. 

NOTE In practice, the skills required to correctly and comprehensively interpret the various water analyses and provide suitable recommendations for action are not widely available outside the ranks of the service companies. When selecting a water treatment service provider therefore, this element should factor significantly in the vendor evaluation process. 

After this demonstration of higher-level correlations, some significant SubChem results are now to be presented together with the related recommendations for action in the form of highlights. 

On the basis of this experience, for the one part, and the results of innovation research driven by occupational health and safety and environmental protection to date, for the other part, the research tactic was developed to examine the driving forces and the restrictive factors as well as the appropriate framework conditions of substitution processes using case studies with the objective of deducing recommendations for action for present and future substitution cases.

Even if, from the present standpoint - i.e. after the project was completed - we had excessive demands with these further abstraction steps (regarding type characterisation and justified expectations about the behaviour of innovation systems deducible from that), the project results concerning hypothesis formation, model development and recommendations for action are indeed entirely presentable. 

The committee was aided in preparation of this report by a group o expert contributors—analytical chemists and oceanographers—listed on th committee page of this report. These individuals contributed the technics information about the measurement technologies described in this repoi and provided recommendations for actions necessary to bring closer intei actions between the fields of chemical oceanography and analytical chemis try. This report would have been impossible without their efforts. 

If minimization measures bring the concentration below 10 mg/m3 in the period under consideration but it still remains above 3 mg/m3, the recommendations for action given under Level 4 will apply. If, despite the efforts described, the TVOC concentration after one month is still above 10mg/m3, room use should be prohibited and adequate remodeling measures initiated. 

An analysis of the results of that study (or studies) with recommendations for action, if any... 

The review meeting follows a structured format. The complete process to be studied is divided into discrete nodes. For each node, every parameter or guideword deviation is considered. For each deviation, causes are identified. For each cause, consequences are identified. For each consequence, existing protection is identified. After considering existing protection, recommendation for action are made if the remaining level of risk is consider unacceptable. Clarifying remarks are included as appropriate. 

Even though the responsibility for batch acceptance or rejection lies with the head of the quality control unit, the help of the validation committee should prove useful in reviewing the process of OOS investigation and arriving at a recommendation for action taken. 

A written report of the complaint, investigation, recommendations for action where relevant, and outcome should be available to the procurement agency. 

The committee reached six conclusions and formulated eight recommendations for action. These are given below. The remainder of the report provides the background information on which these perspectives are based. 

A QA system takes such measures as confirming that designated preparation and QA procedures are being followed by staff at all levels. Such evaluation should be carried out periodically and should result in a written report containing recommendations for action. 

Measures should be taken to confirm that designated Manufacturing and Quality Assurance procedures are being followed by staff at ail levels. To this end appropriate Production, Quality Control and (as necessary) Engineering staff should carry-out periodic inspection and evaluation of the Company s own Quality Assurance systems. This should cover production, warehousing and quality control laboratories, and resulting in a formal written report with recommendations for action. Follow-up action should be recorded. 

Implementation Routes and timing are established, people are trained, and the program is implemented. Readings are taken, analyses are performed, and recommendations for action are provided to maintenance, engineering, and operations. A strict condition-monitoring discipline will lead a plant to a successful predictive maintenance environment where people at all levels of a plant will be able to visualize the resultant equipment saves. ... 

Control The DSS user should be provided with a spectrum of control. The system should support both fuUy automated and manual selection of models that seem most useful to the user for an intended application. This will enable the user to proceed at the problem-solving pace that is most comfortable given the user s experiential familiarity with the task at hand. It should be possible for the user to introduce subjective information and not have to provide full information. Also, the control mechanism should be such that the DSS user can obtain a recommendation for action with this partial information at essentially any point in the problemsolving process. 

In its entirety, this book constitutes a strong recommendation to workers in laboratories to exo-cise prudence in designing and carrying out their studies so as to maintain a safe workplace and safe operational procedures. In addition, the committee has identified a number of specific areas that need improvement, not only by laboratory workers themselves, but also by regulators at all levels and by chemical suppliers, in order to enhance the climate for laboratory safety. Summarized below are the committee s findings and specific recommendations for action. 

If the format of your report of a workplace survey or inspection remains your choice, it should be well considered, under headings such as those suggested by this chapter. The report should end with a concise summary of findings, clear recommendations for actions to be taken or further investigations, and any proposals for follow-up. The confidentiality of information about individual cases mentioned in the report should be respected at all times. Dispatch of the report may need to be followed by a further meeting between you and interested parties. Your copy should be filed securely but retrievably. 

Readiness to serve on the part of those concerned and the multidisciplinary composition of the research group offer the best guarantee for objective results and recommendations for action. Political pressure, which is present as a matter of course in the majority of TA studies, accounts for the circumstance that results of the study are always exposed to criticism and attacks in areas of controversy, such as the economy, the state, and society. 

Since this integrated approach is intended for use by incident investigators who may not have received any formal human factors training, it is useful to provide guidance on the generation of actions, or recommendations for action from the analysis. Such guidance might include ...

Regulation 5 stipulates that networks must be regularly inspected and that, in the case of substations and overhead lines, records of the inspections and any recommendations for action arising from them have to be maintained for at least ten years.
