Electronic Signs

Written materials should be ergonomically sound so that they are easily readable, legible, and understandable by the workforce. They should also be attention getting. This can be accomplished by using print black on white or yellow paper, as this is more visually favorable than other combinations. Make the message as simple as possible. Do not make the page(s) too cluttered. Actually, double columns (such as those used by newspapers) are more readable than single ones. 

It is a wasted communication tool if no one will read it. Your workforce may have poor reading skills or the culture of the workforce may be such that they do not like to read. If this be the case, you are wasting your money investing in reading types of materials. 

Written materials are only useful for a short time period. It is a good idea to use them sparingly, maybe once a month as a stuffer in the payroll envelope or during a safety talk. If you post it on the bulletin board, it will be read within a week. You should then take it down since it has probably been read by all of those who will take the time to read it. At times, you may develop plasticized cards that contain new rules, inspection directions, operator guidelines, or changes in procedures, which you cannot expect a worker to memorize. These cards should fit into a shirt pocket and can act as reminders to workers if they have questions when no one is around. At times I reconunend that safety operating procedures be plasticized and placed on machinery or equipment that is complicated to operate or not operated frequently. If you use written materials, test them out on the audience before mass distribution. Written materials have their place in fostering workplace safety and health communications. 

OCCUPATIONAL HEALTH AND SAFETY MANAGEMENT A PRACTICAL APPROACH 

It can target specific workers who may need special attention regarding safety and health issues. It can be used to post short safety messages to individual workers, work groups, or address family safety issues. It can be used to submit safety suggestions and respond to questions posed regarding safety and health issues. It can readily disperse time-sensitive information on safety and health organization wide at the push of a button. The only limitation is the creativity of the operator. The computer is probably the number one communications tools.

Procedures and controls shall include use of authority checks to ensure that only authorized individuals can use the system, electronically sign a record, access the operation or computer system input or output device, alter a record, or perform the operation at hand.

The major comphcation arises when a global company relies on an electronic signature system. It is possible to electronically sign and close a document in one time zone and to open, read, and perhaps modify that same document a few minutes later in another time zone. Because of time zone differences and the international date fine a document may be approved on, for example, January 1 at 11 00, but be based on data not generated until January 2 at noon. These time zone confusions can be controlled by adopting one of three strategies (1) internally adopting a time/date... 

Hybrid systems In the context of Part 11, hybrid computer systems save required data from a regulated operation to magnetic media. However, the electronic records are not electronically signed. In summaiy, in hybrid systems some portions of a record are paper and some are electronic.

Another obvious reason why people hesitate to use electronically signed documents is a lack of assurance about how long the signed electronic documents can be stored and validated. 

All questions above can be answered and the problems can be handled reasonably, but not at a level of a common user and by simple means. Special institutions, trusted archives of electronically signed documents must be established. Since these must be trusted institutions, some rules and regulations for them must be worked out, like for certification authorities and time stamp authorities. 

The nonrepudiation agreement allows the FDA to receive electronically signed submissions in compliance with 21CFR Part 11.100. 

The above mentioned review (127) also contains a discussion of the ways in which immobilized enzymes can be integrated into various kinds of transducers that convert the output from the biosensing element into an electronic signed and the range of substances that have been analyzed with such biosensors. 

Ensure integrity of electronically signed records is demonstrable. 

User acknowledgement that they understand the significance of electronic signings should be documented. This can be done as part of the user request for system access.
