Effective of states

However, the effectiveness of state government to compel or encourage private party cleanup of old problem sites appears to have diminished at the same time public attention has been drawn to these problem sites — perhaps even because of that attention. An additional factor which may be responsible for slowdown in the rate of site cleanups seems to be the passage and subsequent slow rate of implementation of Superfund.

The role of the federal government with respect to the regulation of municipal landfills is to set minimum national standards for states and local governments and to evaluate and monitor the effectiveness of state and local agencies in managing solid waste facilities. It is the responsibility of state and local governments to implement and enforce the national standards and the needs of the local community. 

The effect of state on the efficiency of the rearrangement (Table 5) probably relates to the relative orientation of the molecules. It has been proposed that if the sulphone group of one molecule is proximate to the terminal alkene carbon of another, then the rearrangement can proceed in a radical chain mechanism with little atomic displacement (Scheme 12).

Often we can simplify an analysis by combining the first and second laws to eliminate heat and work in favor of changes in state functions. Such replacements yield the Mw-damental equations of thermodynamics. These equations allow us to determine the effects of state changes without requiring us to evaluate heat and work. In what follows, we first present the forms for closed systems ( 3.2.1) and then give those for open systems ( 3.2.2).

Because the unperturbed energies of the particle in the box increase as n, any state (except the lowest) is closer in energy to states below than to states above. Hence, for at least some kinds of perturbation, we might expect these states to feel the effects of states at lower energies more strongly and to rise in energy (as far as IF is concerned). This is what happens in this example. There are no states below the lowest, and so IF cannot be positive, but IF is positive and it turns out that IF is positive for all higher i as well.

The data were taken with batteries in the horizontal (pancake) position. This data illustrates the effect of state of charge on the current-voltage relationship for both charge and discharge conditions.

The Safety Board is encouraged that attempts are being made to calculate risk exposure data. Without this information, evaluations on the effectiveness of State damage prevention programs cannot be adequately performed. The Safety Board is concerned, however, that these isolated attempts to calculate exposure data are neither standardized nor centrally reported. A utility in one State may be defined differently for another State, resulting in inconsistent measures of damage.
