Licensing laws

It is important that the outside service company meet the facility pre-qualification criteria. As part of the review, the facility pre-qualification must determine if the service company is knowledgeable and experienced in the types of fire protection systems they will be servicing. Some states have licensing laws that require the service company designate a responsible managing employee who is licensed by the state. The service company should be able to provide evidence that the personnel performing inspections, testing, and maintenance are qualified to perform the work. 

In 1938 Congress extended the national firearm regulation system by passing the Federal Firearms Act. This law required that all manufacturers, importers, and dealers in firearms be licensed. It forbade delivery of a gun to a person who had been convicted of (or was under indictment for) a crime or who did not meet local licensing laws. 

Congress passes the Federal Firearms Act of 1938. It requires that manufacturers, importers, and dealers in firearms (and ammunition for pistols and revolvers) obtain licenses. The law also prohibits delivery of a gun to a known criminal, to someone under indictment, or in violation of local licensing laws.

Representative Francis Burton Harrison of New York introduced the new bill to Congress. This original Harrison Bill was basically designed to eliminate narcotic use except for medical purposes. On the face of it, it was a simple licensing law that simply required sellers to get a license if they were going to handle opiates and cocaine.
