Production and Consumption. About 80% of the world s barite production is used as a weighting agent for the muds ckculated in rotary drilling of oil and gas wells (see PETROLEUM, DRILLING FLUIDS AND OTHER OIL RECOVERY CHEMICALS). Table 2 shows the U.S. production—consumption balance. The 1988 demand for barite increased nearly 40% over that recorded in 1987. However, by the end of 1988, oil prices had declined and renewed economic uncertainties depressed exploration and development activity. Barite demand fell accordingly and imports of lower cost foreign product exceeded domestic production. 

Product failures, on the other hand, become a fixed cost to the company and must be recovered through higher prices for other products if the firm is to remain viable. Thus, there is an increased incentive to avoid the economic uncertainty of innovation. 

I hope that the Commission s decision will be favorable because, although I would argue that high Btu gas from coal is not now economically competitive, we must proceed in order to reduce the technical and economic uncertainties. We must move on with the construction of one, two or a very small number of commercial-size plants so that we can learn about the real economics, and the real technical and reliability problems.

Decisions as to whether an R D project can be commercialized successfully should be explored during the R D phase so pertinent technical and economic uncertainties can be studied and commercial objectives can be established.

Now more than ever, in an era of economic uncertainty, constrained resources and environmental sensitivity, paper producers are facing increasing challenges. Over the last decade, we have wimessed a growing interest in the field of wet-end chemistry.

The findings from the study revealed that many consumers have positive attitudes toward environmentalism, yet when it comes to discarding their clothing, economic benefit often takes precedence over environmental attitudes. One consumer who had been recently divorced shared that it was difficult to part with her things because of economic uncertainty. She said that she feared that she would never be able to have nice things again . 

In view of the preliminary nature of the subject matter, the study tried to separate conclusions which can be understood on fundamental grounds from conclusions based on assumptions by the design groups which are in some areas (necessarily) arbitrary. Since these designs have not been optimized nor iterated in response to the economic uncertainties or high cost items identified in this study, future work can focus on the high cost or cost-uncertain items. What the study does do is point out what design features of fusion plants would be economically attractive if they could be achieved. 

Reams have been written on how safety professionals can do a better job in reducing injuries and save the organization money. But while economic uncertainty has caused most professions to reevaluate what they do and how they do it, safety, as a function seems blithely unconcerned about what effect this historic event will have on its role in the future of business world-wide. 

Fear. Fear, including job insecurity, fear of blame, and fear of punishment was seen to be a barrier to learning and change. Fear was frequently described in the sessions. It is important to make a distinction here. There can be fear of a person or persons, and there can be fear of the economic uncertainties confronting the company. In this case the anployees were concerned that the company s economic performance might be weak, leading to plant closures and layoffs. These fears were reahstic, as the company had already engaged in some layoffs.
