Our current study of drug use and crime in arrestees in Manhattan overcame some of these measurement problems and enabled us to address some of these basic questions regarding POP use and crime. The recent use of PCP (as well as other drugs) in male arrestees was measured by a urinalysis of a specimen obtained within hours after arrest. We therefore did not have to rely on each person s accurate report that he had taken PCP. We shall use the urinalysis test results, with information from interviews with the arrestees, and from their criminal records, to describe the prevalence of PCP use in arrestees, the demographic characteristics of users and the types of offenses for which they are arrested. The next section describes our study of drug use and crime in arrestees in Manhattan. 

Factor analyses of the PCL-R (e.g., Hare, 1991) identified two underlying factors interpersonal-affective (Factor 1, including such traits as callous ) and antisocial behavior (Factor 2, e.g., juvenile delinquency ). The interpersonal-affective features are generally considered to be central to the construct (e.g., Harpur, Hart, Hare, 1994). It is important to note that a similar construct is included in the DSM—antisocial personality disorder— but it is defined primarily in behavioral terms and does not match many of the nonbehavioral aspects of Cleckley s description. Moreover, both constructs overlap substantially with the concept of criminality, but they are not isomorphic with it. An individual can be a psychopath and can still be successful and without a criminal record. 

Congress passed the Gun Control Act of 1968. It restricted nearly all interstate sales of firearms and tightened penalties for selling guns to minors or persons with criminal records. Every sale of a gun or ammunition had to be recorded in detail.

Most fire departments conduct background investigations of applicants who pass the written and physical tests. Some departments prescreen applicants and may reject an applicant who has a criminal record. Firefighters have to be honest, upright citizens who can get along with both their company and the people they serve. You may not even know such an investigation is... 

Another nod toward rehabilitation was the Drug Abuse Control Amendments of 1968, which provided that a drug offender who remained clean for a year could have the offense removed from the criminal record.

The CSA centralized federal regulations into one statute and separated marijuana from addicting drugs. At the federal level both simple possession and nonprofit distribution of small amounts of marijuana were changed from felonies to misdemeanors. In addition, first-time offenders could have their criminal records expunged. Many states copied these federal efforts, and within a few years all but Nevada had reduced simple possession of marijuana to a misdemeanor. 

Court administrators amassed many of these documents in the context of trials for alchemical fraud. Most historians will be quite familiar with these kinds of criminal records. As Natalie Zemon Davis has noted, however, the tales people told, even under the pressure of life and death, "can still be analyzed in terms of the life and values of the person saving his neck by a story."16 Criminal records may never tell us what "really" happened, but the fact that witnesses stories had to... 

Although the Food and Drugs Act is not part of the Crimincil Code, its provisions and prohibitions are criminal law and the Act itself often refers to the Criminal Code. Consequently, violations of the law result in gaining a criminal record, imprisonment, fines or all of the above. 

However, there have been cases where companies have hired unpredictable workers without a criminal record. In early 2004, in Texas, for example, a contract security guard at a BASF ammonia facility apparently shot himself, then blamed it on a foreign intruder, only to be arrested on other unrelated charges two weeks later. His story had been covered widely by the media, raising public concerns about plant safety.

One significant finding from participant surveys was that in both EZ and New Deal areas many of the jobs that had been sustained for over 13 weeks had not lasted in the longer term . Many jobs were temporary and were with small employers and offered low wages. The personal barriers of the clients, such as ill health, lack of skills and qualifications also contributed to the short duration of job tenure. The participant surveys found that those who were least likely to have entered employment, or to have retained it, were the harder to help - those who had a history of unstable employment or characteristics such as a criminal record. Even some 20 months after being eligible to participate, almost half the participants had spent no time in paid work. ... 

In the United States, possession of marijuana has been decriminalized in many states. By 1999, in 15 states, possession of small quantities of marijuana was a misdemeanor with fines but no imprisonment. In another 13 states, the criminal record is expunged after successful completion of education, treatment, and/or community service. However, these state laws conflict with federal policy. 

As described earlier, each driver in Washington Slate is assigned a 12-character driver s license number. When driving and criminal records are computerized, this license number is used to retrieve such information. Since each driver corresponds to only one 12-digit number, this correspondence determines a function. Table 3.6 provides some examples.
