These three implications of conventional economic theory have had far-reaching effects on public policy, despite their incompatibility with the views held by nearly all noneconomists. In the analysis which takes up the rest of this book I will refer to them respectively as the efficiency, equity, and hedonic properties of the competitive market model. I will explore the underlying model on its own terms to determine more precisely the conditions that are required for each of these properties to hold. This will involve a detailed review of the theoretical structure of the model, as well as the econometric procedures required to compensate for the lack of fully satisfactory data. 

During the initial phase of their demonstration activities between 1999 and 2003, the CaFCP partners concluded that FCVs were indeed technically viable and undertook a second phase (2004-2007), aiming to determine whether the technology had the potential to be successful in the marketplace as an alternative to conventional vehicles. Based on demonstration activities and analysis of the potential customer base and public policy, the partners determined that FCVs do have potential to be a commercially viable product. The third, and current, phase of the project is focused on developing a market for the commercialization of these technologies [35].

The chapter also considers the national policies and programmes relating to chemical warfare in the inter-war period and examines important chemical warfare discoveries in these decades.
