Consumer product standards

Regulatory Legislation. In Febmary 1978, the Consumer Products Safety Commission approved changes in the FF-3 and FF-5 standards for children s sleepwear. It eliminated the melt—drip time limit and coverage for sizes below 1 and revised the method of testing the trim. This permits the use of untreated 100% nylon and 100% polyester for children s sleepwear (157—162).

Higher olefins are versatile chemical intermediates for a number of important industrial and consumer products, providing a better standard of living with low environmental impact (qv) in many commercial uses. These uses can be characterized by carbon number and by chemical stmcture.

Whereas the use of conventional fast atom bombardment (FAB) in the analysis of polymer/additive extracts has been reported (see Section 6.2.4), the need for a glycerol (or other polar) matrix might render FAB-MS analysis of a dissolved polymer/additive system rather unattractive (high chemical background, high level of matrix-, solvent- and polymer-related ions, complicated spectra). Yet, in selected cases the method has proved quite successful. Lay and Miller [53] have developed an alternative method to the use of sample extraction, cleanup, followed by GC in the quantitative analysis of PVC/DEHP with plasticiser levels as typically found in consumer products (ca. 30 %). The method relied on addition of the internal standard didecylphthalate (DDP) to a THF solution of the PVC sample with FAB-MS quantitation based on the relative signal levels of the [MH]+ ions of DEHP and DDP obtained from full-scan spectra, and on the use of a calibration curve (intensity ratio m/z 391/447 vs. mg DEHP/mg DDP). No FAB-matrix was added. No ions associated with the bulk of the PVC polymer were observed. It was... 

Toys sold in the USA are regulated by the Consumer Products Safety Commission, and the Code of Federal Regulations covers the toy safety standards. In addition, there are a voluntary set of standards established by the American Society for Testing Materials. This article visits a laboratory that helps test new toys, Specialized Technology Resources Inc., and discovers what some of the tests involve. 

A rapid technique for the identification of surfactants in consumer products by ESI-MS was proposed by Ogura and co-workers [6], After a simple preparation procedure, infusion of the sample, which was prepared in a water/methanol mixture (50 50) containing 10 mM ammonium acetate, allowed assignment of the [M + NH4]+ ions of Cio- and Ci2-mono- and -diglucoside in the mass spectrum (ion masses as in Table 2.7.1). The approach even permitted quantitative analysis when deuterated internal standards were used. 

The development of an easy-to-handle method for the qualitative and quantitative determination of surfactants in consumer products was the goal for applying ESI in the FIA-MS(+/—) mode by direct infusion into the mass spectrometer. In this way Ci2, Ci4, Ci6 and Ci8 ASs could be determined besides other anionics (LASs, alkylcarboxylates), nonionics (alkyl polyglucosides (APGs)) and cationics (quats and ester-quats). The methods applied for concentration and determination (MS-MS) helped to identify the compounds and in addition deuterated internal standards were applied for confirmation [57]. 

Flammable Fabrics Act, enacted in 1970 and last amended in 1983, gives the Consumer Product Safety Commission the authority to set flammability standards for fabrics that protect against an unreasonable risk of the occurrence of a fire. 

Poison Packaging Prevention Act of 1953, last amended in 1990, provides the Consumer Product Safety Commission authority to set standards for the special packaging of any household product to protect children from a hazard. 

Consumer Product Safety Act, enacted in 1972, created the Consumer Product Safety Commission and gives the Commission authority to issue mandatory safety standards, ban hazardous products, investigate safety of products, and use other forms of corrective action. 

As citizens of the modem world and as consumers in a comfortable society, we have come to expect the highest standards of quality in all aspects of our lives. When we buy a new car, we expect that we can drive it for tens of thousands of miles free from defects in workmanship. When we elect our government officials and pay our taxes, we expect a responsive government, schools with high academic standards, air and water free of pollution, and an infrastructure that is solid and in good repair. When we pay our utility bills, we expect to always have electricity, heat, water, and a working sewer system for our homes. A quality lifestyle means excellence in consumer products, environment, health and safety, government services, and so on. 

Finding a Method Various organizations publish volumes of methods for chemical analysis. One of the most well known is the American Society for Testing and Materials, or ASTM. The ASTM is a not-for-profit organization that provides a forum for producers, users, and consumers, to write standards for materials, products, systems, and services. The ASTM (Figure 5.19) publishes standard test methods encompassing metals, paints, plastics, textiles, petroleum, construction, energy, the environment, consumer products, medical services and devices, computerized systems, electronics, and many other areas. More than 10,000 ASTM standards are published each year in the 72 volumes of the Annual Book of ASTM Standards. Individual standards are also available.
