Complex emergencies

Due to re- and si-coordination of prochir-al substrates at a catalyst with C2-sym-metric chiral ligands two diastereomeric catalyst-substrate complexes emerge. In the case of C,-symmetric ligands already four stereoisomer intermediates result.

A quantitative treatment of the Jahn-Teller effect is more challenging (46). A major issue is that many theoretical models explicitly or implicitly assume the Bom—Oppenheimer approximation which, for octahedral Cu(II) systems in the vibronic coupling regime, cannot be correct (46,51). Hitchman and co-workers solved the vibronic Hamiltonian in order to model the temperature dependence of the molecular structure and the attendant spectroscopic properties, notably EPR spectra (52). Others, including us, take a more simphstic approach (53,54) but, in either case, a similar Mexican hat potential energy description of the principal features of the Jahn-Teller effect in homoleptic Cu(II) complexes emerges (Fig. 13). 

Emergence, in other words the existence of emergent properties, is the specific characteristic of, and the necessary condition for, systems said to display complexity. Emergent properties and complexity are thus two manifestations of the same phenomenon and have come to be recognized as characteristics of nature at every level. But whether emergent properties are also the sufficient condition for complexity remains to be clarified. 

Studies of the solubility of polonium(IV) in formic, acetic, oxalic and tartaric acids have provided evidence of complex formation,48 with the acetato complex emerging as more stable than the hexachloro anion. Other studies of the solubility of polonium(IV) hydroxide in carbonate49 and nitrate50 solution, together with investigations51 of the ion exchange behaviour of polonium(IV) at high nitrate ion concentration, have been discussed in terms of the formation of anionic complex species.

Disasters worldwide are best seen as complex emergencies where the main issue, that is, famine, flood, or pandemic normally is underpinned by political, ethnic, or tribal conflict. Working in such environments presents an increased risk to personal security. Nurses must always ensure that personal safety is of the utmost priority. 

Complex emergencies present increased risk to the personal safety of nurses working in disaster relief. 

Walker (2005) discusses the need to reflect upon the Code of Conduct for the International Red Cross and Red Crescent. He outlines that the Code was principally devised for natural disasters and is not as applicable in complex emergencies. In 2004, however, Hugo Slim, the resident scholar and ethicist at the International Federation of Red Cross Red Crescent, proposed five moral hazards aid-relief workers should be aware of. These are as follows (IFRC, 2004) ... 

As is the case in all ethical situations, the most important thing is that the individual practitioner is aware of the consequences of action and inaction. A clear understanding that aid is a political action and aid relief has potential to destroy as well as build for the future is important. Awareness especially in complex emergencies of the difficulties with neutrality and independence is very helpful. Most importantly, however, promoting the ethic of humanitarianism not in a naive way but in the context of full political and cultural awareness is critical.
