Hardware validation data and protocols should be kept by the company. When validation information is produced by an outside firm, e.g. computer vendor, the records maintained by the company need not include all of the voluminous test data however, such records should be sufficiently complete (including general results and protocols) to allow the company to assess the adequacy of the validation. A mere certification of suitability from the vendor, for example, will be inadequate. 

Certification is the confirmation that some fact or statement is true through the use of documentary evidence. Certification follows testing to verify that the certified person, product, or activity is in accordance with specifications and has demonstrated compliance with documented requirements. It is a statement of adequacy provided by a responsible agency for a specific area of concern in support of the validation process.

PSM or RMP audits have multiple objectives. Most important is the assurance an audit brings or the adequacy of implementation of the particular program. Specifically, the audit measures program effectiveness, identifies deficiencies, and verifies correction of previously identified deficiencies. The audit also provides management with a status assessment and may recommend improvements and identify good practices. The material in this section is based on a portion of the content of a Nuclear QA Certification Course taught at Sandia National Laboratories and several companies, the ASQ Nuclear Auditor Training Manual (ASQ 1986), the System Safety Analysis Handbook (Stephans and Talso 1997), and the OSHA Inspection Manual (U.S. Department of Labor 1994). 

The Fire Precauhons Act 1971 has been repealed by the Regulatory Reform (Fire Safety) Order 2005 which has removed from the fire authority much of their routine administrative work in respect of the issue of fire certificates. Flowever, the fire authority still have responsibilities for overseeing the adequacy and quality of fire precautions taken by employers. This Order is considered in more detail in Chapter 4.2. 

The Fire Authority are responsible for checking on the adequacy of the fire precautions and the fire risk assessment. Fire certificates will no longer be required. However, premises that have a fire certificate could use it as part of their fire risk assessment providing it is up to date. 

This is the first step towards certification. The operator of a nuclear power plant must apply to the licensing authorities for a licence. Since he can present a certificate for the type approval, only the plant specific adequacy needs to be demonstrated. To this end the licensing authorities normally employ the tOv. 

This investigation and several others have brought to light some broader issues regarding aircraft certification. For example, there are questions about the adequacy of the risk analyses that are used as the basis for demonstrating compliance with many certification requirements. ... 

Restart Criterion 3 examines the adequacy of the procedures used to manufacture the subassemblies and assemblies. In reviewing the procedures that resulted from the 300 Area Product Certification, the staff found that the process data sheets provide well-defined administrative controls for manufacturing. The sheets identify the purpose, responsibilities, technical procedures, required training, documentation controls, and the necessary interfaces and approvals to produce a certifiable product. Additionally, the certification procedures require review of the completed data sheets for the assemblies and checks that the requirements of the RTM have been satisfied, and that all required documentation is in place and complete.
