Berg went on to suggest that a protocol (set of rules) be developed to control the kinds of research that could be done on transgenic organisms and the conditions under which that research should take place. Berg s letter later became the basis for a federal voluntary policy on recombinant research that was developed at a famous conference held in 1975 at the Asilomar Conference Center in Pacific Grove, California.

As early as 1975, participants in the Asilomar conference expressed their concerns over the safety and wisdom of releasing GEMs. At that time the primary concern was accidental release, but we are now pursuing intentional releases. The successful release of several recombinant bacteria has done little to alleviate concerns over perceived ecological dangers (Halvorson et al., 1985). 

One decade after the Asilomar conference, S. Molin and colleagues described a recombinant strain engineered in such a manner that it could be instructed to kill itself (Molin et al., 1987). Since then, many refinements have been added. The crux of the problem is to design a system that can be tightly controlled, will cost little or nothing to activate, is as simple as possible (for in complexity lies a whole subset of problems), and will ultimately be completely effective (reviewed by Molin etal., 1993). 

The chapters in this book present strategies, policies, and technologies that can nudge transportation and other systems away from oil and toward hydrogen. They are written by participants in the 9th Biennial Asilomar Conference on Transportation and Energy, held in California in the summer of 2003.
